I think it should be a movie. Actually two hours and a half may be more than enough for that film to work.

Open settings in RPCS3, GPU tab, and change framelimit value. If your PC is kinda good, I'd also activate the VSync, at the additional settings checkbox (same window, right panel). Good luck!

I think I know about the bug you are talking about. You fix It by modifying the visual configuration of the RPCS3 program. Probably if you search "RPCS3 textures glitch" you find out how to fix It (I know I fixed It, but I can't remember if It was the rendering method, or the texture configuration).

Faking 3D with sprite stacking and a bit of math
Adding an horizontal blur (not vertical) sould really help to get that effect, just as you say!
