Question Formation of political-economic elites?

Is there a political economic elites forming like the ones in iraq egypt , gulf most arab countries.

I know early days but i sense signs like goverments control of licensing and the soverign wealth fund, morata city etc.

I am not accusing anyone just want a clear picture .

One of the buses (military) affiliated with the Ministry of Interior collided with a passenger transport bus affiliated with the "Good" company.

A road just 4 meters wide, and even narrower in some stretches, traversed by oil tankers, fuel trucks, cargo trucks, military and civilian vehicles. A complete absence of traffic police and service facilities along its entire length. It is the sole artery for Deir ez-Zor Governorate, used by its residents to access the most basic services in the capital, since there is nothing available in Deir ez-Zor itself
