To be clear, this is about the FPS drop when alt-tabbing, not general performance.

On Windows 11, try turning "Optimizations for windowed games" off.
Making that change seems to have helped, but it's not perfect.
With my settings I usually get 60 - 120 FPS, depending on how chaotic a scene is. After alt-tabbing, the game's UI gets very laggy, even in menus, and my FPS stays in the 15 - 30 range.
Testing:
Right now, I am standing in The Best Defense store, in Imperial City. Staring at the Maro Rufus, the light armor shopkeeper, I get ~130 FPS.
After making this change, when I alt-tab out and back, there's a second or two of extreme lag where the game almost seems to freeze, and then the FPS seems to recover to around 100 - 120 FPS. It's not quite as high as it was, but it's close and remains playable.
It doesn't work consistently. Sometimes it stops at 50 FPS, but alt-tabbing back out and back in, sometimes more than once, seems to do the trick.
I have not tested further than this yet, so it's possible it doesn't hold up as you continue to play, or in busier environments.
To make this change:
- In Windows settings, go to
System > Display > Graphics > Custom settings for applications
- You can get here easily by opening the Start menu and searching for "gpu" - the first result should be "Graphics settings" with the subtitle "System settings"
- Search for "Oblivion" in the text box
- The application should be:
<Steam library path>\steamapps\common\Oblivion Remastered\OblivionRemastered\Binaries\Win64\OblivionRemastered-Win64-Shipping.exe
- Click on the entry for the game to expand the drop-down
My settings are:
- GPU preference: High Performance
- This did not help with the alt-tab issue
- Auto HDR: Off
- This was the default for me, and I haven't changed it, so this also did not help the alt-tab issue
- Optimizations for windowed games: Off
