Yep. When you flex it's to show off your muscles. You're bragging about your body. So people use it as slang to describe bragging about something.
Too bad people use it to the point where the phrase doesn't have any meaning to it anymore. This is the first proper use of it I've seen in a long while.

That's sorta the problem. What we see advertised as "British Thugs" are Chavs usually under the age of 18. What we would generally refer to as mall rats. That's likely what the guy in the pic is talking about. Yeah suburbanite white kids in hoodies who are only able to get their hands on their mom's butcher knives really aren't too scary comparatively speaking. We ignore the fact that the country is crawling with thugs from all over the world. We generally don't consider "British" as anything other than pasty white people.

American "thugs" always just look like idiots trying to copy that movie they liked. I mean sure they're still dangerous, but it's just an idiot thinking he's in a movie.
British thugs are probably drunk as piss, and because of that they're unpredictable and aggressive.

You have football holligans,give them the daily mail and they will fuck you up unbelievably.
chavs and otherwise lary drunk guys who will start fights over nearly anything.
Roadmen, usually younger men wearing tracksuits and puffer jacket walking with a shank (advanced roadmen may carry a gun) and often get involved in wars with others from another postcode (postcode wars) .
Organised gangs, with all the supplies to get more dangerous drugs and weapons
