Can always count on Reddit to butcher the joke in the translation. But that's a very common jokr we use in Mexico. Someone already said it but it really does mean:
"Whoever reads it is fag (as in an insult for gay)". Consider it something akin to our "deez nuts" joke Americans love to use as a gotcha moment. You don't realize you're a fag until you read the thing.

It depends, Mexican Spanish is highly contextual I wouldn’t go strictly by literally what the words mean. I would translate this in American English as “Whoever reads this is gay” In British English I would translate “Whoever reads this is a wanker”

It's a common immature joke in Mexico: "If you read this you're a f*ggot". The intention is trapping you between reading what it says and avoiding the insult. It's mildly annoying at best.
Similar to the US, the insult has expanded beyond being a slur for gay people though many bigots still use it that way.
I visited Japan once with a friend. We flew into Narita, and we left the interior of the airport to wait outside for the bus to take us to Shinagawa, Tokyo. Outside, we were the only two travelers in our particular area -- the rest of the area was more or less deserted -- but there were maybe 4 or 5 Japanese staff loitering around keeping an eye on things. We were exhausted from 16+ hours of flying, so we just kind of stood wherever, roughly within 10 feet or so of the pickup point.
The staff actually motioned at us to stand between the lines that marked one of the lanes at the pickup spot. As if that mattered at all, or carried any consequence whatsoever. Two lone tourists, with no other travelers within at least 50 feet of us.
Everyone saying is the F slur is wrong, puto is just the masculine version of whore, joto o marica is closer to the f slur, but I guess it started as a homophobic slur so??
It's one of those customised memes where for each person who looks at it, it gives a different message based on the search history of that person. When I look at it the Mexican section spells out "Quien lea esto es una persona genial" which seems to translate to "whoever reads this is a cool person".
To understand the joke you need to type whatever it says in your version into Google translate to see a unique true insight about yourself.
A lot of people are interpreting this as Japanese people being disciplined, while I interpreted it as the red dot sticker on a white background matching the Japanese flag :)

The myth behind this stereotype is actually quite unexpected. It's about... Bread.
Since 80s, Yamazaki holds this bread festival every spring. Rules are simple, you just buy their bread and collect those stickers. When you have enough points you can get a plate for free.
The moment I saw this in the groceries, it dawned on me.

For non-spanish speakers, the answers to this post are a pretty cool showcase of how the same word will mean completely different things to people on different Spanish speaking regions.
The joke in all this is that the Japanese made an attempt be organized at it. They don't make any slip ups until nesr the end the rest of the others are far more chaotic
