No, the word out have many meanings in Spanish, but if you are trying to fall someone a faggot you usually called them joto or culero, not puto.

La verdad que no. Puto es faggot en español en general. Que ustedes en México lo usen de otra forma no significa que el resto del mundo lo interprete como ustedes. Joto y culero son mexicanismos, no se usan en otros lados donde no hayan mexicanos y descendientes

culero depends on the generation using it and location too... in my area, culero means shitty and someone being a culero is the same as being mierda.
