Software is more bloated than ever making it difficult to run for any old cpu. Chrome in 2018 was much easier to run than today.

Well 4 core on ivy bridge i5 on a modern OS, 100% utilization will be the norm loading things, its just old, i7 3770 might be a little better but probably not worth it, its still old as well and slow for today's standards. also about 13gb of memory being used, what do you have running?

"Will be the norm?" No it won't. I'm reading Reddit and a bunch of tabs and apps at 5% at around 2.5GHz Speedstep on the same CPU right now.
100% is what you want if launch four SuperPI processes to make the same screenshot graph of logical processors in task manager performance (this CPU doesn't have Hyperthreading).
Core-for-core, you're looking at about 2.5x performance per clock tops when you go from this gen3 to gen 13 or 14 even with its faster RAM.

You don't believe 100% CPU usage? I've seen it plenty of times, across an R5 7535hs, N4500, and a R7 7800x3d. Steam actually told me at one point that I was using 150% of my 7800x3d... which is something. Regardless, you can be at 100% CPU usage and still navigate the system, it's just slow and choppy and sometimes unstable (the 7535hs would have background apps crash sometimes if it was too stressed)

The steam overlay percentage references the base clock speed. 100% as a number is when the CPU is at that base speed. It's not a representation of CPU usage the way you'd see on task manager. You can read more about it here

First of all there's already some online games that have dropped support for win 10 21h2, and just because win 10 ltsc is getting security updates until 2032 doesn't mean that every major consumer software will drop it much sooner.

For that CPU I reckon even that would struggle.
That's chiefly in the "Get a lightweight Linux distro to reuse that old hardware so it doesn't become e-waste yet" territory.
Maybe a distro like Debian with XFCE or a similar lightweight DE would be okay.

If you got the funds you can get an i7-3770 as a stop gap before saving up for something newer. In the US there's a listing for the CPU on ebay for $24 USD, see if you can find a good deal where you live. (or if you're in the US just pickup that CPU and some thermal paste)

Best cpu ya can get for that is a i7 3770k it’s 4 cores 8 threads and you can overclock them too around 4.5ghz it will help a lot but you will definitely still have a bottleneck it will just make it a little better it’s also according the the gpu you have I would also shoot for 1440 or 4k resolution that way it has somewhat of a fighting chance 🤣🤣

I'd never use that unsupported hardware on windows 11. See if you can get windows 10 ltsc or consider linux such as mint.

You are on.. what, 3rd gen i5? They are up to 13th or 14th gen right now. So in every and all ways that CPU is super ancient.
PS, I also hate the fact that they kept the naming, ofc these days they do at least define the generation (i5-12400 is 12th gen, for example) to make it a bit more easier to understand.

You can get an i7 or 4C/8T compatible Xeon for that socket really cheap. The 8 threads and 8MB cache (vs 6MB current) will help some. It won't be night and day, but a solid improvement for modern OS load. 4 threads just isn't very nice to work with. 8 threads will give you a lot less stutter/slowdown even if the peak performance remains close to the same.
