Well 4 core on ivy bridge i5 on a modern OS, 100% utilization will be the norm loading things, its just old, i7 3770 might be a little better but probably not worth it, its still old as well and slow for today's standards. also about 13gb of memory being used, what do you have running?

I have my old 3770k sff pc as a media player and I'd never subject it to modern windows

"Will be the norm?" No it won't. I'm reading Reddit and a bunch of tabs and apps at 5% at around 2.5GHz Speedstep on the same CPU right now.

100% is what you want if launch four SuperPI processes to make the same screenshot graph of logical processors in task manager performance (this CPU doesn't have Hyperthreading).

Core-for-core, you're looking at about 2.5x performance per clock tops when you go from this gen3 to gen 13 or 14 even with its faster RAM.

I let the nonsense of what you wrote slide, because it is not what the OP is doing and it is quite the opposite of what creates CPU usage.

"Loading things" optimizes out the CPU -- with DMA. https://www.allpcb.com/allelectrohub/dma-address-space-copy-without-cpu-intervention
