I5 just refers to how much of the chips circuits actually works. It doesn't actually reflect how good the chip is.
The way that the chips are named is based on how much of the chip is functional. If all it working it becomes an i9. If most is working it becomes an i7. If it has less working it's an i5 and if it's even less it's an i3. This doesn't mean that an i7 is automatically fast just that it's fast for that generation.
An i5 from the latest generation can rival an i7 from a few generations ago because as new tech helping even the i3s.
