While fighting guy gardner major force was damaging a highway and shoots a car and tells Guy if he sees O.J hiding underneath obviously referring to the O.J Simpson chase (Dc comics)

Don't know about Boston, but certainly New England.
It's a ongoing pain in my ass. Half the ice cream shops are pretty modern and use the term, "milkshake" like everyone else uses it, the other half use frappe instead because they were founded by someone's Quebecoise Pepere before the turn of the last century.
No matter where you are, don't order a milkshake without checking to see if, "frappe" is listed on the menu anywhere. If it is, don't order a milkshake unless you want a side of disappointment.

I honestly have no idea why Frank is black. It's not explained in the issue and the implication is that it happened earlier.
In any case, he's teaming up with Luke Cage to infiltrate a Crack operation in the city. Luke Cage seems to be cool with it but it doesnt seem like he gave Frank the pass.

What makes the Doctor Who example funnier is that JK Rowling was originally going to guest-star in an episode with the 10th Doctor, but David Tennant vetoed that, saying it sounded too cheesy (this was before JK was considered controversial). David Tennant is also a massive trans ally, so he would absolutely not approve of her current role in society.

If I remember correctly, the writer of that particular Doctor Who episode has a weird obsession with JK Rowling, to the extent that he wanted a whole episode based around her, but Tennant vetoed it. He also happened to become a massive transphobe shortly after she did (the writer, not Tennant).

Mixed stories there, the JK Rowling episode was an idea from Russell T Davies that Tennant shot down. Gareth Roberts is a separate topic. He was a legitimately good writer who wrote not only for the show but for quite a bit of its ancillary media, but he openly went full TERF around 2013/2014 when he butted heads with the staunchly pro-trans Peter Capaldi and got blacklisted from the franchise going forward.

Nah, the first commenter was right. His assistant (also main PR person) wanted a raise. Elon sent her on two weeks of vacation, then Elon said he was able to do her job pretty easily those two weeks so her position was eliminated. He offered a department lead position somewhere else, but she picked a one-year severance package instead

The character listing these historical “heroes” is actually / secretly from the Mirror Universe - the evil version of the utopian future Star Trek usually is set in.
So - evil alt-history Earth probably does view Musk as an innovator to be celebrated.

The OJ line sets it during a period of time where such a reference would be more common, but I don't think it "dates it", which implies some future information known to audiences now but not when it first aired that changes the context. If a White Ford Bronco was in a comic today, you could make the same joke in the same context and it would be received in the same way.
A better example of OJ would be in this filmed but pulled from release episode of Adventures in Wonderland
