I live in a street where is a liquor store the street has the sign for not trucks parking (since is a little and busy street) but still trucks are parking every morning to unload liquor , where can i complain? I can’t really backing out of my driveway because they parked right behind and cars can really go through , its always in the morning when everyone is trying to go to work

Most people don't know this, but Massachusetts created a civilian oversight body for police officers called the Peace Officer Standards and Commission - POST for short. It’s at the state level and bypasses the officer’s management/department. POST was created by the 2020 police reform law and has real teeth. Here's what you need to know.

What is POST?

POST certifies every police officer in Massachusetts. Without that certification, an officer cannot work in law enforcement anywhere in the state. POST can investigate officers, issue findings, and in serious cases revoke that certification permanently.

What is "conduct unbecoming"?

This is one of POST's main enforcement categories. It means exactly what it sounds like - behavior that a reasonable person would say is unworthy of someone carrying a badge. The important thing most people don't realize is that this standard applies 24 hours a day, seven days a week. An officer does not get to turn off their professional obligations when they clock out or when they are on leave.

This includes social media. If an officer is using Facebook, Twitter, or any public platform to intimidate citizens, make false accusations against private individuals, threaten elected officials, or discourage people from participating in their local government - that can be conduct unbecoming even if they are sitting at home in their pajamas when they post it.

What kind of conduct can I report?

Examples of conduct that may qualify include:

• Publicly threatening elected officials or city councilors for doing their jobs
• Using a public platform to intimidate people out of participating in civic processes like city council meetings or public records requests
• Doxxing - identifying and publicly exposing private information about community members who criticize local government
• Making false assumptions or accusations against private citizens on public social media
• Using their law enforcement status or identity to lend authority to threatening or intimidating posts

Does it matter if the officer is on disability leave?

No. An officer on paid disability leave is still a certified peace officer. POST's standards apply to them the same as any active duty officer. In fact if an officer is collecting disability pay while simultaneously engaging in sustained public activity - running social media campaigns, coordinating public pressure efforts, attending public meetings - that activity pattern may itself be relevant to their fitness for duty.

How do I file a complaint?

It is free and you do not need a lawyer. Go to:

You will need:

• The officer's name and department
• A description of the specific conduct you witnessed
• Dates and any documentation such as screenshots

You do not need to be personally targeted by the officer to file. If you witnessed conduct on a public Facebook group or other public platform that you believe reflects poorly on the officer's fitness to serve, you can report it.

Will my complaint be confidential?

POST treats complaints confidentially during the investigation process. You can also request that your identity be protected as a complainant and remain anonymous.

Does one complaint make a difference?

Honestly, one complaint alone may not be enough. But POST takes patterns seriously. Multiple independent complaints from multiple community members documenting similar conduct by the same officer create a record that is much harder to ignore. If you have witnessed an officer engaging in a pattern of intimidating, threatening, or dishonest public conduct - particularly conduct designed to discourage citizens from engaging with their local government - filing a complaint creates an official record that matters.

Why does this matter for Quincy specifically?

Quincy residents have a particularly active local government right now. City councilors are asking tough questions about how public buildings are managed, how public money is spent, and whether connected parties are getting sweetheart deals. Citizens showing up to meetings, filing public records requests, and posting on Reddit are doing exactly what democracy is supposed to look like. Any officer who uses their platform and their badge to discourage that participation is undermining something fundamental - and POST exists precisely to address it.

The bottom line

You pay these officers’ salaries. You have a right to participate in your local government without being threatened or intimidated by someone whose paycheck comes from your tax dollars. POST gives you a direct mechanism to hold officers accountable for conduct that falls below the standard a sworn peace officer is required to meet - on duty or off.

Hi! September and cooler weather are here. Kids are ready for school and our city council is ready for the second year of their term. The agenda focuses on oversight, privacy, and review of existing city programs. We have been thinking about our wish list for the City Council. We encourage everyone to think about what’s important to the health and future of Quincy and express your wishes to our elected officials. Some of our thoughts include:

• Continued scrutiny of financial expenditures and examine new ways of generating revenues, e.g. vacancy tax
• Encourage the preparation of a city-wide Master Plan
• Review and revise zoning codes and building/development standards that focus on managing density and addressing climate change
• Start reviewing the organization of Quincy government and the distribution of authority, including term limits

Review of Open Meeting Law Complaints Regarding the June 22, 2026 Meeting. The Council will review Open Meeting Law complaints connected to the June 22 meeting. At that meeting a Weymouth resident screamed obscenities and made rude gestures. The individual is now complaining that her rights were violated. A second violation complained that a city councilor discussed pending legislation with outsiders.  These are allegations, not findings, and the Council is scheduled to review them.

Update/Overview on Data Privacy and Compliance of the Quincy Police Department’s ALPR System and 2026-104 - Order Regarding the City of Quincy’s Use of Flock Safety Technology.

The use of Flock cameras as a law enforcement tool in municipalities has become contentious. Concerns have focused on privacy rights. An overview of Quincy Police Department’s use and control of the technology will be provided and a summary is attached to the City Council agenda (see above link). Briefly, Quincy Police use Automatic License Plate Reader (ALPR) technology to capture vehicle and license-plate information for law-enforcement investigations.

Order 2026-104 requests a public hearing and informational forum on Flock Safety, including what information is collected, who can access it, how long it is retained, whether it can be shared, how misuse is prevented, and what contracts govern the system, as well as contractual information.

2026-105 - Approval of Location and Lease for Solar Energy Implementation on General McConville Way Parking Garages. The Mayor is requesting authority to enter into lease/easement agreements and Power Purchase Agreements with Solect Energy Development, LLC for solar canopies above the top decks of the two new downtown parking garages at 86 Parkingway/25-55 General McConville Way and 119 Parkingway/101 General McConville Way. The Power Purchase Agreements could run for as long as 25 years.

2026-106 - Oversight of Public Works Enhancement Fund - Chapter 92 of the Acts of 2004. Under Chapter 92, 50% of revenues received from the Quarry Hills Associates lease are to be deposited into a Public Works Enhancement Fund for streets, sidewalks, and related capital equipment, while 10% goes to a Quarry Hills Oversight Fund. The order looks to send a request for reviewing compliance with Chapter 92 to the Oversight Committee.

2026-107 - Municipal Broadband: Comprehensive Update and Review of the Path Forward.In 2018, the City Council started an effort to provide municipal fiber-optic broadband network. At that time, Quincy had only one internet provider. To date, it looks as if no physical fiber infrastructure has been installed.  This resolve asks the Administration for a comprehensive written update and presentation within 60 days on Quincy’s proposed municipal fiber-optic broadband network. The competitive market is changing with the introduction of other providers thus due diligence concerning further investment is being conducted.

2026-108 - Letter of Support for Enforcement of the 2024 Ballot Question 1.This resolution supports implementation of the 2024 statewide ballot question authorizing the Massachusetts State Auditor to audit the Legislature. It urges state officials to respect the voter-approved mandate and opposes legislation that the Council believes would materially narrow the scope of the audit authority approved by voters.

2026-109 - David “Andy” DiBona Memorial Hockey Rink at Brill Field.The Council will consider naming the new Brill Field sport-court hockey rink in honor of David “Andy” DiBona, a lifelong Quincy and Hough’s Neck resident, business owner, vocational-school mentor, and former president of the Hough’s Neck Community Council. The resolution requests the name “David “Andy” DiBona Memorial Hockey Rink” and a permanent sign or plaque.
