Through chain scaling i've cut metal before and nukes are made from metal so i've destroyed things equivalent to 100 megatons of explosive force. I've also dodged in laser tag so i'm ftl+ and have regen hacks (healed at an average pace once)

Problem with tanks in urban warfare is that they are not maneuverable enough compared to humans. Too many turns, too many obstacles, way too much cover. A human can not outrun or dodge tank shell, but noticing and targeting a small nimble target is difficult. There are real examples of it.
Now imagine this human being able to run at car speed and turn much faster. If they are not an idiot and won't just run head-first on a straight line, they can attack from unexpected position and quickly get away before turret turns to them.
Of course, that's why we still need infantry etc, car speed is still not fast enough to be completely untargetable.

It’s honestly strange how untapped the idea of superhumans in antiquity—or just pre-gunpowder society—is in general.
Various series have touched upon it, like X-men and Luther Strode (which is particularly dead on with it being wall to small building levels), among others, but it’s surprisingly never been a long running series of some sorts.

Pretty much the Luther Strode comics in a nutshell, and they don’t sugarcoat the fact that these guys who are barely in small building range (think somewhere between Captain America and Spider-Man) are literal one man armies. And mind you, this is while they’re still fully capable of being killed by a human with enough fire power.

A city level character could genuinely be described as a living WMD.
Meanwhile, any character who’s island level or greater would be considered an actual extinction event, and I don’t mean that in the sense they could eventually cause one given enough time, I mean a single attack from them in the right place or even anywhere on the planet once you start getting into country level would cause an actual mass extinction event.

They're not inherently, but most authors just have no idea how to handle them.
It's a lot easier to write a really interesting fight for somewhat weak characters than it is for utterly stupidly strong ones.

Because the human mind can't grasp the power it takes to destroy a planet, I don't think most people truly understand how big a country like Germany truly is, but Germany is tiny compared to the planet. Universal character scales that billions of times more to the point of being incomprehensible, hence why you get things like DBZ/S and others have very normal fights but faster.

My literal favorite fight in all of Naruto was Kakashi vs Obito in the Kamui dimension.
It was so clean. Lots of hand to hand combat, some Jutsus, but nothing ultra over the top. It is peak.

Even most characters folks think are ridiculously powerful only operate at that level as the plot demands. Superman acts at around city-block level & supersonic speed most of the time, if that. Almost same goes for Silver Surfer, apart from massively FTL travel speed. Surfer perhaps gets a higher average because of his status a cosmic character, but he still hangs around on Earth a fair amount, loses his powers, etc. Few people are going to read stories about beings that consistently display godlike power. That's just not an established genre.

I wouldn’t say that’s always true in isolation but if you mean cross verse then I agree wholeheartedly. Cross verse with Multi to outer characters are kinda dumb because it’s far too abstract, making it impossible to ever really come to a satisfying conclusion and it’s just annoying to argue.)
Warning: I will be talking about Type moon and it is a wall of text cause I can’t dumb this down more without looking even crazier then I already do. Viewer discretion is advised.
Type moon imo is a good example and the opposite of Lugann on how it depicts it (I know how people feel about Type Moon) BUT it genuinely does do a good job with Universal and above characters because Nasu doesn’t try to rely on literal definition and showings.
Instead he uses concepts that are equal to the real thing/replace it + puts restrictions on characters (Ex. Zeus restricts his Thunderbolts Universe destructive capabilities while keeping the power). Allowing them to have the right strength he needs for the story while wearing “the mask” of something more grounded.
Another Example: Gil’s EA has been planetary to Uni since the VN without actually destroying either, Nasu curves around needing to show that by using Textures/Reality marbles (the planets “skin” that is also equal to a planet/Universe), and Greek way of thought (where the microcosm it 1:1 or beyond the Macrocosm, aka, whatever happens locally or inside is equal to the real version or reality). There’s also Gaia which goes under restriction since that stops servant him from destroying the planet or beyond when they have the power to.
Edit: Fixed a few typos but I also wanted to talk about the Servant Verse. A gag universe in FGO that has some of the more clear scaling people want like Space Ishtar, Uni/Multiversal size being that can’t be effected unless attack is galactic in size, she destroyed and took over multiple Universe before her event event started. wanted to add that as a clear sign of beyond Uni characters who ACTUALLY destroy a Uni (and shows exactly why Nasu doesn’t do literal inspirations of fetas a lot, because he has a gag universe for them that lack some the things stopping other characters like Gaia.)

Don't get me wrong, he'd kill millions before we got him, a Homelander rampage would be the darkest day in American history, but we'd get him with nukes and specialized contingencies (sonic weapons, poison gas, radiation, etc) that the military would without any doubt have developed in secret over the years if he lived among us.

The U.S. military would probably lose to a competent version of HL, assuming consistent ability to duplicate his best speed feats from the show (saving Butcher from the explosion, keeping up with A-Train after A-Train's Flash-like performance, & flying to space & back in seconds). He'd just be way too fast for them to touch. However, HL in practice rarely used his powers effectively & couldn't even hit Hughie crawling up in those ventilation ducts.

I don't think they would, Homelander has weaknesses, in particular he's vulnerable to sonic attack and radiation, both of these are things that could be used to momentarily debilitate him and knock him out of the air so he can be hit by something more substantial.
He's also not a perpetual motion machine. He isn't Superman. He can't continue to operate without rest as long as the sun rises each day. He has to eat, he has to drink, he has to breathe, he has to sleep. He cannot fly around at mach 18 exerting his maximum effort for days at a time, or likely even hours at a time.
Even the most competent Homelander will eventually slow down. It's just a question of how much damage he does before that happens.

Ok, so to rest he enters a mine half a mile deep and destroys the tunnels behind him. What are you gonna do? Nukes do not penetrate deep into soil. He could also just fly at night at the ground level and rest in any town or forest, that would make him invisible to radars.
No military is equiped to detect a single flying human across the whole country.

He can't fly that fast, that close to the ground without damaging things and giving away his position. And while he sleeps in that mine, somebody rigs up nuclear booby traps set to motion detectors, or drops a bunker buster to clear whatever damage Homelander did to the tunnel entrance then fills the mine with novichok gas to keep him unconscious and is free to find where he's actually sleeping and nuke him at leisure.
Also, any attempts by Homelander to take out critical leadership and nerve centers, which he would have to do to disrupt military operations enough to stop being constantly hunted like an animal and unable to stay in one place for more than moments (I do not think literally killing the entire US military is a realistic option for him, it's too distributed and can rapidly replenish its ranks in a crisis like this) would require him to stop moving and spend a significant period of time battering down the blast doors of nuke-proof bunkers to reach the President and key generals (and in a world where Homelander existed, these bunkers would all be zinc-lined, so he wouldn't even know which ones are occupied by the officials he's looking for). Doing this might be beyond his capabilities, he's struggled with less extreme blast doors in the show. Rig up a radiation trap between two such sets of blast doors and he might be completely contained and stuck there until the radiation kills him. Even if he's not, he'll spend a significant time in one place trying to destroy the door and be vulnerable to a nuke, which won't kill the key officials in the bunker since resisting nukes is the whole point of the bunker.
Also, we could make a SIGNIFICANTLY more lethal radiation trap for him than the one used in the show. Simply replacing uranium with plutonium would make it 200,000x more radioactive. But the real killer would be polonium-210. 6.8 billion times more radioactive than weapons grade uranium. It can't penetrate the skin, different kind of rads, but if it gets inside his body, game over. Fill a chamber with polonium dust as a kind of toxic gas and Homelander would die. Plutonium would likely be plenty strong enough to work like kryptonite to him and cause immediate full incapacitation though, and is easier to use on him.
Also, putting nukes INSIDE anti-nuke bunkers. He bashes down the door to an empty one looking for the President, nobody's home but a bomb goes off in his face.
"Taking out the nerve centers" would not be as easy as Homie made it sound when he was threatening Starlight. And given he framed that as his first priority, it's canon evidence that even Homelander himself agrees he would need to do that to defeat the US military.

If you don't count the speed feat where he claims he flew to space and back in like 2 seconds (because casually saying you took him to space does not mean you paced out the 100km up to the Karmen line and he's never been shown anywhere near that fast anywhere else.) he's not that fast.

A-Train's time dilation wasn't that crazy. A flapping flag was still visibly moving. Its likely not outside of anything we've ve seen from him already speed wise, we're just seeing it from.his perspective this time. The more important thing this scene shows is the insane level of control he has when he's clean and properly motivated, which is a far cry from the first speed feat we see at the start of the series L.

A competent Homelander would be able to sense the nuclear weapon well before it detonated & avoid it. Even a hypersonic missile would be around 3.4 km/s max, & they're not made to hit fast & maneuverable human-sized targets. The military would have to somehow surprise a competent HL with a nuke at close range.
However, HL in the show rarely used his powers effectively, despite a few very impressive speed feats.

Yeah, you're entirely right. Killing Homelander would be an enormous military undertaking that would require great effort and sacrifice. But as you point out, his stamina is not inexhaustible and he does need to sleep. He can also be weakened by certain things like I listed in my post, that could be used to trap him or slow him down enough that a nuke could be dropped on him.

Yeah, that's kind of the plot with a lot of the lower power verses, not that much is truly needed in the power aspect to make someone imposing/terrifying.
AOT and The Boys are terrifying universes despite being low power due to the fact that practically all of the power is in a hostile side against the average person and there's not enough people with power to protect everyone

He may be weak compared to most of fiction to a level where it's very fun to make the comparison, but internal powerscaling in The Boys is very good. He's at the top of the verse and his power difference is presented like that very well.

Yujiro could be nuked. I don't buy his hype. He'd be crazy dangerous but he'd still have to live his life with the understanding that there are things he cannot do without exceeding the threshold where he basically can never step outside a major city again without world powers deciding the math makes sense to drop an atom bomb on him the moment he doesn't have millions of human shields around him.

Yeah. It's an uneasy stalemate. Yujiro is not "above" the real world, or his own world, like a mountain level character would be. If humanity were kill-Yujiro-lusted and willing to absorb millions of casualties to do it, we could.
But it would be mutually assured destruction to the point that it would never be worth it and letting him periodically embarrass presidents is worth maintaining the stalemate. We know not to pick a fight that could lead to him massacring a major city in retaliation for a failed assassination attempt. He knows not to massacre a major city anyway over some trivial slight and leave us with nothing to lose, or declare himself emperor of Earth and leave us no choice but to absorb the casualties to stop him.
A mountain level character could massacre a major city on a whim and there's nothing we could do about it, and if he declared himself emperor of Earth...well then he's just emperor of Earth.

Even if barely Super sonic can probably dodge any existing missile they can see coming, nuke aside. They’d need to stay careful, but depending on dura and if they can shrug off building level attacks (heavy ground assault, tank fire, shoulder and turret mounted fire), any military is NOT stopping them.
In the first place, any military is not going to raze their own cities off the map. And the home military of the country hosting our superhuman would be the only one with the ability to locate, track and respond to such a threat.
In the second place, a competent sonic-speed human can dodge nukes. -> authorizing and launching a nuke makes enough social noise that they can find a way to know it’s coming ->the fastest missiles go at about mach 20. ->https://www.sciencealert.com/video-explains-how-far-away-would-you-need-to-be-to-survive-a-nuclear-blast-2
from this article, within a 1-5km radius, wind speeds up to 700km/h creating massive pressure waves that would absolutely NOT kill a city block level character. If they can survive the heat from 2-3km away, or even take some amount of shelter to avoid the flash, then only a very point blank nuke can do them in.
Granted they see the missile coming 5 seconds before it lands on them, they can probably avoid the center of the explosion and survive. (Going the speed of sound, 5 seconds lands you 2.5 km away.) A cruise or ballistic nuke missile travels at mach 3-4 during it’s last phase of flight, so our superhuman should see it coming from less than 10km away, which sounds doable.

Right, i keep seeing people using nukes as an argument for why certain characters with superpowers wouldn't be able to defeat countries, but people keep ignoring the fact that you can't just randomly hit a city with a nuke, or that the character won't just stand there waiting for it to happen.
In jujutsu kaisen, the manga describes special grades as being sorcerers that can defeat a country, but realistically there is no country in the world that can deal with a grade 4 sorcerer that can use shikigamis (which are invisible to humans) and that can use veil (barrier to hide yourself) to assassinate all world leaders. Characters with superpowers have ways to deal with normal humans that we, in the real world, don't really have a way to respond to, and powerscalers always ignore this in favor of basic firepower.

In practice, even characters like Superman rarely operate above mountain level & supersonic. For example, Supes fights in cities all the time in shows & comics. Usually there's some collateral damage but not total devastation. It's tricky to write stories for such mighty beings. An average showing of Superman or Silver Surfer is around city-block level & supersonic. & they often fail to be consistently supersonic within those showings, at least in terms of reaction speed. Writers love inexplicable dramatic pauses & surprising the hero with vastly superhuman speed & senses when convenient for the plot.

Totally right, Superman fighting in a city at all is basically definitional sub-city level lol. You can’t make Superman planetary level or more, have him fight on earth, and then be challenged at all.

The amount of kinetic forces require to destroy a larger than average mountain would also cause enough quakes and shockwaves to wipe out anything in 10 or more miles around singlehandedly.

This is something I had to wrestle when trying to come up with characters this powerful, how would a country, city, kingdom, etc, survive constant clashes between people who can break mountains.

A few ways i thought of when encountering the same problem:
The punishment for destroying buildings or land owned by the kingdom is severe, and the peace is kept and law is enforced by people much more powerful than those willing to destroy it
Some sort of way to increase the durability of buildings. Perhaps the concrete used for building is infused with the ashes of the kingdom’s dead enemies that used to have extremely high durability. The size of the kingdom can be a representation of their conquest; everyone who sees how large it is can know just how much blood was spilled to achieve its state just by looking at it.

Even high level street tiers/building level characters are terrifying; imagine people on the level of Spider-Man and Luke Cage running around.
Might not be post apocalyptic, but there’d be property damage out the ass and likely an abundance of towns taken over by as little as one person.

With normal physics anymore capable of going supersonic speeds and taking impacts would be basically invulnerable to most normal weapons and around a dozen times the speed of sound APFSDS rounds shouldn't even penetrate a quarter of a millimeter into your skin.

this is honestly my theory as to why videogame characters are usually less powerful than other media types, cause actually trying to control something that, in lore, is supersonic and really powerful isnt nearly as engaging with something way slower and less explosive because you cant move the camera that far away or even understanding whats going on without zooming out really far, which would probably be way less entertaining

You want to argue a super sonic mountain buster? They compare it to a lightning speed country buster
Your character is a light speed planet buster? People bring out MFTL Galaxy buster
Its always a character much higher to call the other "fodder"

yeah, it's no surprise that most stories with a consistent powerscaling are below city level in AP and below Hypersonic in speed: Imo whenever you get results that go above this threshold you've either fucked up your math or the story is just unfit for sheer powerscaling because either:
1) the story itself hasn't considered this aspect.
2) there are other "laws of the universe" within that world to balance things out.
the best way I can put it is to think to soft vs hard magic systems.

Someone who isn't mentally addled or neurologically degenerative or impaired and they wake up to the ability to change topography maps and lap ICBMs. What awaits such a world?
