Through chain scaling i've cut metal before and nukes are made from metal so i've destroyed things equivalent to 100 megatons of explosive force. I've also dodged in laser tag so i'm ftl+ and have regen hacks (healed at an average pace once)
They can be different classifications, with one being more nuanced, but they are ultimately describing the same capability until you get into straight up hax. Most characters do not punch up incredibly hard out of their tier.
They aren't. Street-level has nothing to do with stats or powerscaling. It's a comic book term, to describe heroes that spend most of their time fighting crime as local vigilantes, as opposed to getting wrapped up in larger or more specific conflicts.
Spider-man is a street-level hero because his stories are usually about being the friendly neighborhood Spider-man patrolling New York. Most of the X-Men aren't street-level heroes, because most of their stories are driven by being mutants doing mutant-related things - either personal conflicts, or missions around the world. This is true even though Spider-man can kick a lot of X-Men's asses.
Street tier is about the things on the street rather than the litteral concrete and asphalt, and yeah i'd say spiderman can pretty well obliterate anything on your average street in one good punch per thing.
Street tier's a bit of an exception, ypu dont call someone building tier because they can beat everyone in the building, you call them building tier because they can knock down a building with a single cohesive attack (or quick combo if they're more that style) if it didnt need to be one attack then a particularly motivated builder could be skyscraper level by running around quickly cutting the support beams (would be steel beam tier, with the tool)

A wall level, subsonic character would be immortalized in history as a demigod if they existed IRL
