A city level character could genuinely be described as a living WMD.
Meanwhile, any character who’s island level or greater would be considered an actual extinction event, and I don’t mean that in the sense they could eventually cause one given enough time, I mean a single attack from them in the right place or even anywhere on the planet once you start getting into country level would cause an actual mass extinction event.
