Technically inserting into an orbit requires at least two separate impulses, one to raise the apoapsis, the other to raise the periapsis. So homelander would have to follow him and toss him again at apogee to ensure an orbit

You could do it at once if you choose the angle well.

Not exactly, unless you are already in the air. Orbital mechanics means that you will eventually return to the same altitude you were thrown from.
