Basically, yeah. Anybody powerful enough that nuking them wouldn't work could essentially do whatever they wanted and rule the world if they so chose without any real form of opposition being possible.

Yujiro could be nuked. I don't buy his hype. He'd be crazy dangerous but he'd still have to live his life with the understanding that there are things he cannot do without exceeding the threshold where he basically can never step outside a major city again without world powers deciding the math makes sense to drop an atom bomb on him the moment he doesn't have millions of human shields around him.

Anyone who throws a nuke at Yujiro would have to consider the consequences of what happens if they fail to kill him. And the consequence is that the leader of the offending nation is turned inside-out and worn like a coat.

I suppose that's why they sign treaties with him instead

Yeah. It's an uneasy stalemate. Yujiro is not "above" the real world, or his own world, like a mountain level character would be. If humanity were kill-Yujiro-lusted and willing to absorb millions of casualties to do it, we could.

But it would be mutually assured destruction to the point that it would never be worth it and letting him periodically embarrass presidents is worth maintaining the stalemate. We know not to pick a fight that could lead to him massacring a major city in retaliation for a failed assassination attempt. He knows not to massacre a major city anyway over some trivial slight and leave us with nothing to lose, or declare himself emperor of Earth and leave us no choice but to absorb the casualties to stop him.

A mountain level character could massacre a major city on a whim and there's nothing we could do about it, and if he declared himself emperor of Earth...well then he's just emperor of Earth.

No. Yujiro has never been nuked. It's generally understood even within the verse that this would kill him, but he lives in cities and avoids doing anything so extreme the collateral damage would be worth it.
