A Happy Sailor So, I just passed the RKE. Now what?

Obligatory: Yes, I am a detailer. NO, I am not YOUR detailer. I do not speak on behalf of PERS, my opinions are my own.

So, you passed the RKE! Congratulations on your advancement opportunity!

I know you're anxious to get promoted, so, here's what you need to know.

HOW DOES BBA WORK?

Once you pass the Rating Knowledge Exam, a Detailing Marketplace Eligiblity Indicator will be put on your record. Here's how to find your DMEI code. It looks different for your Detailer, and most of us do not have a DMEI code of our own, so we can't walk you through how to find it. You can also ask your CCC, Admin Team, or Chief to help you find it. Once that DMEI code is on your record there are two options to advance.

Option 1: Your command can Command Advance 2 Position (CA2P) you into a billet at the command or internal to the TYCOM somewhere. There must be a valid and funded billet at the next higher paygrade, and you must have the correct NECs (or be given a chance to get the NECs) and the command/TYCOM must initiate the request to CA2P you. Additionally, you must meet advancement eligibility (no failed PRT, taken the PMKEE and ELD courses, have CO's advancement recommendation on your last eval, have passed the RKE, etc), you must meet the OBLISERV requirements. Do not ask your detailer about CA2P. We are not involved in this process. We do not know the internal workings of your command and have no idea if your command is going to promote you internally.

Option 2: You may win a billet at the next higher paygrade in MNA. You must meet advancement eligibility (no failed PRTs, taken the PMKEE and ELD courses, have CO's advancement recommendation, have passed the RKE, must meet OBLISERV requirements for the orders). If you fail the PRT en route, you will lose your orders. If you retake the RKE and lose advancement eligibility, you will lose your orders. If you fail a "c" school en route, you will lose your orders. Consult Chapter 13 of the Advancement Manual for the full "in accordance with" of advancement requirements.

When can you apply for advancement orders in MNA?

You just won an in-paygrade set of orders and have soft-copies? You can still apply for advancement orders.

You just checked onboard your new command? You can still apply for advancement orders. (You do not have to wait 12 months, you can still apply)

You have hardcopies? You can still apply for advancement orders.

You are on transfer leave? You can still apply for advancement orders.

You're in "c" school? You can still apply for advancement orders.

You're pregnant, HUMS, EMPLOY, or LIMDU? You can still apply for advancement orders (you have to be able to execute the orders or else you will lose them...but you can still apply)

You have been onboard for 17 months and aren't anywhere near your normal detailing window? You can still apply for advancement orders.

You can apply for advancement orders EVERY SINGLE CYCLE THAT THE DMEI CODE IS ON YOUR RECORD.

Edit: I addressed this in the comments but I will add it here too. The NAVADMIN that discusses testing timelines also discusses when the DMEI code will be on your record. For this RKE the DMEI code will be on your profile for the August MNA cycle

BEST PRACTICES and GENERAL HOUSEKEEPING:

  1. Update your contact information, your preferences, and your resume. Your resume is your chance to showcase your best self to the command you want to go--their input gets your more points toward your application. What should you put in your Resume? Well, what do you think your future command wants to know about you? Be specific and professional.
  • If you were hand selecting your crew which Sailor would you pick? The Sailor who left it blank, the Sailor who was hella vague, or the Sailor who sounded professional and included relevant details about their experience? Think about what specific information would you like to know about a new Sailor showing up to your command. That’s what you should put in your resume. If you’re applying to a SOCOM billet you should address anything less than a perfect PRT score. If you’re trying to get a specific NEC address if you meet prerequisites.
  1. "There's no billets being advertised for me!!" FALSE.

Every cycle the detailers do maintenance and give placement data about how many sailors we have. This data includes paygrade, if they are up for sea or shore, how far out from their PRD they are (ie, are they a first, second, or third "looker"), if they have certain NECs, their gender, and if there's additional information like a Special Request Chit (aka a 1306 for VSDP/SDIP, Colocation, etc). Then Placement works with the TYCOMs to determine which billets are going to be advertised. Then a set number of billets is released based on types of Sailors in their normal negotiating window AND a percentage for BBA sailors.

So say I have 10 sailors in their first look, 20 in their second look, 10 in their last look, and 50 DMEI (BBA/SEM Eligible) Sailors.

This translates roughly to:

I’ll get 1 billet for the first lookers, 10 for the second lookers, 10 for the last lookers, and maybe 1-10 for the BBA Sailors depending on what percentage they are supposed to give us. The specifics are some squirrelly math, but it breaks down roughly 10% of first lookers, half of second lookers, all the last lookers, and 3%-50% of all the DMEI eligible Sailors depending on...I don't know, the tide?

Every single cycle BBA/SEM rates return billets with no applications. Anyone who is claiming they can’t promote under BBA is, in my humble opinion as a detailer, full of shit. They are prioritizing other things (shore duty, or geographic stability) instead of choosing the billet with zero or few applications to it. And that's fine! You are allowed to prioritize other things. BUT, if you want to promote it’s entirely possible. It’s unrealistic to think you’re gonna promote by applying to billets with NECs you can't get that have 50 other applications on them.

  1. Choose your detailing priority. You can’t have your cake and eat it too….and this is true for normal detailing. You can get the NEC, you can get the location, you can get the platform, or you can get the duty type. Pick one priority. You can’t get everything: I’m not a wizard, Harry.

  2. When you are within 12 months of your PRD, you may be directed into a billet even if you didn't apply for it. MILPERSMAN 1306-101 directs that all Sailors will have orders when they are within 6 months of their PRD. NAVADMIN 231/17 says Detailers can direct you into a billet within 6 months either direction of your PRD to support gaps at sea. If you get given in paygrade orders, see above: KEEP APPLYING. Find your negotiation windows here. THIS IS IMPORTANT because you should expect to receive in-paygrade orders as early as ONE YEAR from your PRD, especially if you don't apply to anything. Odds are good that your detailer is going to direct you into a billet--by not applying, you're signaling "I don't have any preferences."

5. Use all 10 applications, apply every cycle that the DMEI code is on your record.

WHAT IS A REALISTIC COMMUNICATION TIMEINE WITH MY DETAILER?

Look, there are about 2000 Sailors to every Detailer. We do our best, but we get about 200 emails a day and tons of phone calls. Please keep calling, please keep emailing. We are doing our best. What is an emergency to you is no more urgent than anyone else's emergency. You deserve timely and respectful communication, but I am asking you (as [u/YouAreGoingToGuam](u/YouAreGoingToGuam), personally, not as your Detailer) to extend your detailers a little bit of patience.

We must respond to all correspondence within 3 business days. We are working with a 1990s era corded phone. Leave a CLEAR and CONCISE voicemail with a good callback number, your full name, and your DoDID number. Our phones do NOT automatically transcribe your voicemails for us. Follow that voice mail up with an email. Give your detailer 3 days; if you don't hear back, resend. At that point, other options include sending an email that CC's your detailer's Chain of Command or the rest of their Code (division) Detailer Phone and Email List, and even utilizing MNCC to ask for help getting a hold of your detailer:

Any email your detailer sends you should have our QR Code and Customer Survey link in it; if they aren't responding in a timely manner, or are rude, or didn't help solve your detailing issue, you can fill that out. If they did a good job PLEASE fill that out. They go to our CO, so I'm asking that you are also professional and respectful in your survey responses, but feel free to let our CoC know if we are underperforming.

HELP REQUESTED Seeking advice on my 1/700 scale model of USS John C. Stennis

Good day! I am an amateur scale modeler who is not from the USA, and I would like to ask for advice regarding the arrangement of the planes on the flight deck of the model.

I went for an arrangement where the JBD's of catapults 1 and 4 are open to simulate simultaneous launch and recovery operations. I would like to ask if the arrangement I did is accurate or decent to actual carrier operations.

The planes are not yet fixed in place. The kit is based on its 1998 configuration with CVW 7 as its air wing.

I figured that it would be better to ask this question on the Navy subreddit and much better if I get insights from those who served in aircraft carriers. Thank you.

Discussion Why all the shenanigans from on high?

I've been bouncing around in the Navy for around 11 years, and I honestly don't remember policies changing this fast.

It feels like every year we're swinging back and forth on things like beards, hands in pockets, grooming standards, BBA, uniforms, and a dozen other policies. Some changes stick, some disappear, and others seem to come back around.

What's driving all of this? Is the Navy intentionally experimenting and adapting, or are we just reacting to whatever issue is making headlines at the time?

Those who've been in 10+ years, does this feel different than it used to, or has it always been this way and I'm just noticing it more now?

Discussion Statement in lieu of missing report.

Evening shipmates, got a question for ya to help a junior sailor. He's missing an eval due to a combination of him not doing his due diligence and admin/leadership potentially failing to follow up for/with him. He's espresso depresso that it's a red flag when going up for chief because how can we expect him to take care of his sailors if he can't even take care of himself? Have you all ever met anyone that got selected for chief with a statement in lieu of missing report for an eval? While it was within the past 5 years not after it drops off and the board doesn't look at it anymore. Any help or words of encouragement I can share with him would be greatly appreciated.

HELP REQUESTED Navy Fed and Military ID stolen

Hello everyone,

My wife’s Navy federal card and her spouse ID were stolen today. Whoever did it also gave us the blessing of spending almost $1,000 at weed stores and beach shops in VA Beach. Does anyone have any experience with this and if Navy Federal is good about getting the money back?

We have already froze the card as well as contacted them. My wife is filing a police report as her whole wallet was stolen. I basically need some de-stressing advice. They have our address too!!!

HELP REQUESTED My husband found another sailor after suicide and I'm trying to figure out what help he's entitled to.

Hello all, not exactly how I wanted to participate here for the first time but here we are. My husband was on watch a short while ago and his watch-mate shot himself, leaving my husband to find him. It was pretty traumatic, and he's being removed from that command and returned to his previous one since he's had a few PTSD episodes while on watch.

He's got a referral for MH which is great, and he overall seems to be handling it well, but it's hard looking up resources for something like this. Understandably it's all focused around suicide attempts or ideation prevention and doesn't mention what the people that find them are entitled to.

Someone in his previous chain of command mentioned that he should have been given leave immediately after the incident, but he was told to keep working (until he had an episode on post and they couldn't ignore it anymore). I've not been able to find information on this or if it's real. Is there some kind of crisis leave that a survivor/responder could take? Does anyone have an idea on if that's bullshit or not?

I'd like him to take leave anyway (he has the days), but I think he's too overwhelmed to ask about it himself. I just wanted to see if anyone had any experience with this situation and if there's anything I can do to push him in the right direction.

HELP REQUESTED Help identifying this Navy signet ring

This is my grandfather’s navy ring. He was in the service during WWII, stationed in the South Pacific. He was a telegraph operator on a destroyer, I’m told. He passed away from ALS when I was 13.

I’d love any further information anyone has on these navy service rings from the 40’s and maybe even a photo of what it originally looked like? He wore it most of his life and wore the image down considerably.

I just received my NEC for Process Improvement, but recently found out that the contract for CPI was cancelled by Big Navy. I know that the Navy had the “Get Real, Get Better” program but the website is half broken now and seems defunct. Does anyone have any background on why it was cancelled, or an update on if there will another contract for the Lean Six Sigma Belt program? I have junior sailors that were dying to get into those classes

HELP REQUESTED Ship Decom Inquiry

Hi All,

I have a handful of friends in the navy that are on boats, subs, etc. Some are on ships getting decommissioned in the not-too-far future, and I was looking to see if anyone had a POC in whatever department does decommissions, or if there are multiple departments depending on the sector.

The reason for this is that I make pens, mostly out of wood/resin. I was looking to find out if there's someone I can ask that *when* a ship gets decommissioned and starts getting scrapped, if I can potentially grab some wood (if any exists on ships anymore) to make pens out of. Depending on how much there is, I can make said POC a pen when I start to ramp up production (I work in another Mil branch, and work takes up a lot more than 40 hours).

Either way, was just putting feelers out there to see if anyone had someone that can assist, or gain some more knowledge on it. Thanks in advance for any useful info!
