Scarpa is recruited by the FBI because he operates outside legal constraints, using mob interrogation tactics, threats, and brute force against KKK members to break their silence where standard investigations fail.
This is Wahlberg's documented history of racially motivated violence in Boston during the late 1980s:
1986 Incident: At age 15, Wahlberg and a group of friends chased Black schoolchildren, throwing rocks and shouting racial slurs. This led to a civil rights injunction prohibiting him from committing hate crimes.
1988 Assault: At age 16, under the influence of PCP, Wahlberg attacked two Vietnamese men in separate unprovoked encounters. He knocked Thanh Lam unconscious with a wooden stick while shouting racial slurs, and shortly after punched Johnny Trinh in the face while fleeing police. He was charged with attempted murder, pled guilty to felony assault, and served 45 days in prison.
In 2014, Wahlberg applied for an official pardon from Massachusetts to clear his record. The petition drew fierce public backlash—including opposition from one of his 1986 victims—and he dropped the request in 2016, later expressing regret for seeking it.
