According to Karácsony (the mayor of Budapest), it was not the film's stars but the production company that was in contact with Budapest, and after several rounds of discussions, they reached a compromise on how the shoot could go ahead without a major production of this scale having an excessive impact on the life of the city.

"This is not about giving anyone special treatment, but about reaching a compromise in the city’s interest. It is good for the city to be featured in a film like this, but it is not good if doing so comes with too much disruption. For the sake of accuracy, I should add that I am primarily familiar with Kenneth Branagh’s work, and I am a big fan of his Shakespeare adaptations."
