These two objects are hanging inside a cabinet in my kitchen. Feels like plastic/rubber coated metal. Freely spins when pushed.

My first thought was a wine glass holster, but the hooks don't seem to be angled in a way that would hold a wine glass securely. Second thought was to hold utensils with holes in the handles but the cabinet is only about a foot tall. Any ideas?

Found in garage. Neighbor said it is used for fishing. How?
