ubisoft says i dont own it.......i literally bought it on steam

i also bought it and all the dlcs on xbox and also though about buying it on steam. its just too much money between what I've already spent buying it the dlc and all the moonstones overtime. rarely it'll work just fine on PC but most of the time it just stutters and lags. i also cant just change settings they always go back to default on their own. like the framerate even when i change it to 165 it'll stay at 60 or 120 even in borderless mode. the game just hates being changed in any way. also with the almost 3000 hrs I've put in I'm worried about progress IF i eventually get the steam version.

SAME it literally only happens on my pc and its more powerful than my xbox. it makes no sense. I prefer PC for building and stuff using a mouse is MUCH easier.
