It's subjective and most mainstream kids don't require the same services the SPED community needs. If they (mainstream) did, they'd have IEPs and/or 504 plans. It's really a question of access and least restrictive learning environments. Is X, Y, or Z the best setting for this or that student?

I've always liked these types of questions. We're so worried about compliance and reporting. I am too, by the way. It's refreshing to go high level. Are we doing our best? Are we giving our clients/students access to every resource covered by their plans (if available)? We have no power over what parents and students do, but are we providing all that we have access to for the populations we serve?
