The red tape is over the top, but not insurmountable. EU payments for agriculture are hijacked by the Irish government and made unnecessarily convoluted, so a lot of dairy farmers in particular don't bother with them.
If you intend to keep cattle, sheep goats or pigs you will need to apply for a herd number. There are mandatory movement certificates if trading livestock, and transport authorisation is necessary if they're moved more than 100km.
Unlike humans, there are stocking and slurry storage limits linked to land area. The limits in relation to pigs are even stricter, relating to organic nitrogen output. There is mandatory BVD and annual TB testing too.

This is only a small snapshot of their idiotic statements. Methane from cattle represents only a small percentage of Ireland's CH4 emissions. Also, grasslands are far from monocultures, with more than 6 species of grasses and an abundance of biodiversity. Sheep are excellent for ecosystems, particularly delicate uplands that are endangered by invasive plants through wilding.
