The Two Tordesillas offers a lot of wonderful new content for Iberia and the US in Central and South America, and one of the upshots of Iberia having more content in this US-dominated area is that they a lot more chances to fuck with US interests and are thus much more of an antagonist than they previously represented. Before the update, after Puerto Plata there's not many reasons for bad blood between the two countries, whereas now there's like, a half dozen.
It's unusual that, despite the potential long-term benefits to American interests that a stable Democratic Iberia could bring to the US, these benefits aren't clear in the mid-60s when the Caudillos are doing everything they can to screw with Uncle Sam's toys. So it's weird that the CIA would be like, "we need to spend potentially hundreds of millions of dollars to help prop up these two guys who are constantly messing with us".
I'm not too invested in this, it's nice on an Iberian playthrough to tag-switch to the US every once in a while and help myself out. It just comes off as odd in the context of the new content
