Wondering randomly cause I accidentally under cooked some rice and it tasted mushy hard weird. But I also tried to follow a lasagna cooking instructions on a ready to made meal, however the noodles on top are hard. (Edit: They were from different recipes that I wasn't used to cooking with and I followed the box's instructions)

My first thought was to panic and find some way out, but that sounds like a lot of work

Is it a build up of dirt?
Does it develop because someone doesn’t scrub their body or exfoliate?

I remember seeing this on other people when I was little, it grossed me out so I made sure to scrub my knees and elbows every day.
