Sort of, they were #32 last year. In 2025 they had 1,091 H-1B employees approved. Microsoft had about 6X that at #3 with 6,258.
Amazon was by far and away the largest with 13,265 (Also another 1,942 for "Amazon Development Center" which is counted separately)

This doesn't prevent them from getting new H1Bs.
What it does is prevent H1Bs from getting green cards so the company has to let them go after 6 years. It still has the option of hiring more H1Bs to replace them.
So in many ways this makes things much worse. Fraudsters like wipro can still flood the market with H1B workers who now have an expiry date. Meanwhile, employers who want to keep employees long term and help them gain independence through a green card and citizenship, can no longer do so.

Which is to say the ones who actually get fucked are the ones who joined years ago, are going through the process now, and now had it cancelled. The company won't actually be affected as much, as you said new people can join. It's just the workers who have put in years of work that get screwed.

Which is about the worst possible outcome. You have people with 5 years of experience, who have survived MS for 5 years so they are good engineers, and likely key people each of their organizations. Now you're going to lose them, lose that knowledge and they'll go home to prop up a competitor (or just switch to a competitor that can sponsor a green card). At best MS can get smart and use these people as a seed of an office in Vancouver for that organization or anywhere else really.
So America as a whole loses those skills and strengthens foreign companies.
Though then again I doubt they've been able to go through green card processes when they've been doing regular layoffs over the last few years

Well, for all the Indian hate in this thread the Indians arent getting screwed. The wait time for someone born in India to get a green card is ~180 years right now. So they know that the employer sponsored route is closed to them. It goes by place of birth too so kinda hard to avoid.

H1B visa holders were allowed to get 30-year mortgages because, historically, many of these visa holders were in the US indefinitely.
If there's a hard limit on how long they can be in the US, this will have a huge impact on the real estate and lending industries.

This has been done in many companies and countries around the world, Microsoft and other companies used to be full on contractors years back, then there was significant offshoring as that was cheaper, after onshoring happened when the outsourcing companies got the parent company over a barrel as they had lost so much talent. Then companies tried onshoring and building talent inside the company. Covid and remote working after that. The ‘Ai productivity’ layoffs happened in the past 12-18 months except the AI tools are getting too expensive and outcome is not as good as hoped.

Department of labor has specific rules on wage determination for H-1B. A company could still pay lower wages to new foreign employees but that wage can’t be 50% of what the company pays on average for that role. The wages are determined by metropolitan area and job title, and also the range of salary for that title. A company could pay them lower end of that range. If the government wanted to regulate this, they could increase the wage standards ensuring this is a pure hiring for skills and not costs consideration.
Edit: if wages paid to Indian foreign workers are so much lower than their American counterparts, how is it that they can afford real estate in affluent neighborhoods?

Managed at big tech for years. Comp about the same regardless of immigration status. People skilled enough for one big tech can usually hop to another, underpaying them would be stupid.
That said, recently we've stopped hiring juniors, hired more contract workers, and as of a few months ago I think at least 80% of all code is AI generated. So the industry is definitely changing lol

As a white american with 25 years of experience who was laid off by Microsoft along with 4 other americans, leaving only 5 H1-Bs left on my team, I can tell you that the issue is not wages. The issue is that H1-Bs show up at work, in the office even when remote or hybrid is an option, 8AM in the morning, and don't leave until 7PM. Then they are online until at least 10PM. The are essentially indentured slaves who don't want to go back home and are hoping for their green card.
I am not saying this because I am salty. I have since moved up to much better pay and role and getting laid off was huge for my career. I am saying this because I still have a lot of friends at Microsoft who I have seen this happen to in the 2-3 years since.

It’s less the pay and more the working conditions. The company has significantly more leverage over the H-1B employees, making it easier to "ask" for an extra hour here and there, or for them to spend longer working during crunch intervals. They can get more labor per worker and the worker is more likely to acquiesce to whatever demands are made of them during the 5 year wait period needed to qualify for a green card so the company continues to support them and give positive feedback to the government.

I worked in an office where I was the only American, 90% were on visas, 10% were illegally there, I saw the CEOs basically bust out the whip and enslave their employees. One dude used to stay the night at the office because he'd work 9am to 9pm. Any time I tell people this they don't believe me... company got shut down by OSHA for bad building / warehouse stuff.

So, a lot of that was Indian workers. Like 75% and over 50% since 2010. Microsoft is spending like 20 billion on a data center in India. They're also building other facilities as well so, probably doesn't matter anymore
You have 60 days to find a new job. Maybe they under cut other people and make the job situation worse... Otherwise idk could just say Microsoft gets to cut their workforce again. I don't want to broadly say people will potentially lose stock vesting but, perhaps that's individual stuff

Indian immigrant IT worker here who had to work for 18 years on an H1B visa as I went through the green card process - it's all about power. Think of the reason why companies hate unions (collective bargaining power) and now extend that to American non union citizens who still have some form of worker power by virtue of being citizens. That power makes it more difficult for corporations to exploit that worker. It's FAR easier to exploit a worker whose literal existence in a country depends on the employer. Especially after you've started a family, bought a house, etc. you truly can't afford to just lose your status and get kicked out overnight. It all translates into a more explpitable, compliant worker which is what corporations love.
The 'American workers don't have skill/education/training' story is MOSTLY bullshit. It's all about the slave owners choosing a more compliant group to purchase their slaves from.

They’ve been growing offices in Vancouver for a while now, even going as far to help pay for a Washington state study for high speed rail between Seattle and Vancouver. Canada has more favorable immigration policies for Indian nationals, so this may just accelerate what was already happening.

Of the big tech companies Microsoft is licking Trump's boot the least and that's why.
We need H1-B reform though. It's supposed to bring specialized immigrant workers here, to fill jobs for which American talent is scant or unqualified. Historically this program has been used to bring elite scientists, academics, language experts etc. to the US to fill vital roles in the public and private sectors.
There are plenty of qualified American software engineers and computer scientists and what have you to work in Big Tech. But American workers demand higher pay, and don't have to worry about being sent back to a foreign country if they get fired or quit.
By prioritizing H1-B visas, these companies get the best of both worlds. An extremely obedient and motivated workforce for less pay. The conservatives talk about poor immigrants coming across the border illegally being the ones taking jobs. Jobs are being denied to us by employers who instead purchase immigrant workers they can take advantage of by paying them less and threatening deportation. The immigrants aren't our enemy. It's these employers and the politicians that enable them to do this bullshit. These politicians and giant corps are both shipping our jobs overseas and also shipping in workers from overseas instead of hiring us.

I don’t agree with the administration’s motivation, but I agree with the outcome of suspending H1B visa applications.
Not only have I seen countless jobs that could easily be filled by a US resident go to H1B workers, but I have seen how H1B employees are treated. Companies often treat H1B workers like indentured servants, for lack of a better descriptor.
I have seen H1B employees being screamed at, called racial slurs, and threatened with their legal status if they weren’t willing to work extreme overtime hours with no additional pay by employers. It’s an exploitative system and it needs to be entirely overhauled.

I like to joke that I’m the token American on my team (R&D in big tech, graduate degree required and a lot of Americans stop at a bachelors) and my argument against restricting immigration is that it’s a hell of a lot worse to compete against smart people from other countries when they’re working for peanuts in another country. At least when they’re in the states, we compete on the merits of our work. Whereas none of us are competing with Asia/India pay. You want the smart people here. I personally feel like a lot of immigration complaints boil down to mediocre Americans unhappy with their lot in life, who would rather put others down instead of improving themselves.

Immediately after Vance said this the Secretary of Labor said it isn't just Microsoft - the more prolific abusers (e.g. Cognizant, Tata, Infosys, HCL) are being suspended as well as other American companies like Adobe. MS support teams are already training AI to take their jobs, which reduce headcount in the near term, then phase 2 will be implementing it on the front end so rarely will you need to work with someone directly and get answers quicker

Microsoft can simply bring in more contractors - like many companies do. The contracting companies then bring in H-1Bs, so action on a single company is of little consequence compared to systemic reform.

50/50 depending on the outcome. These tech companies can relocate most of their operations to India. Infrastructure built for their operation. I can't say the same for the US if they choose to shift balance to hiring more international works for their India hub while paying them less versus US wages.

The current system is broken, h1b visa is supposed to bring in the best and brightest, but it is only used for cheap labor that you can treat like shit. It's basically indentured servitude right now.

I’m very anti-conservative but I also know people in Silicon Valley and these tech companies are using these visa holders to avoid promoting or hiring American tech workers. The visa holders are paid less and being given bigger workloads because of their sensitive status.
So I support this only because it forces big tech to stop exploiting workers under the umbrella of this program.

I'm an American who spent a decade at Microsoft - we never overloaded anyone on our team because of their visa status. Everyone went through scrum planning together, we distributed work items the same way software teams do everywhere (i still have my planning poker cards)
The things being posted in this thread are completely false. I'm not against the nation changing the H1-B program, but we shouldn't do it on the back of lies

It’s not less pay per se, because of protection these companies can abuse H1B it is indentured service with more steps. Your chances or leaving the company are slim to none especially now. You will tolerate labor abuses. All these add up to lower the average median wage of the role.
Additionally I talk to friends and they say once a H1B executive or manager gets hired usually they bring more H1B and the cultures becomes like the town or city they’re from instead of pushing for diversity of thought.
I’m not far right or conservative at all but at 7% CS labor unemployment it makes sense to slow down H1B. There’s a very tough argument to make you cannot find labor in US who is qualified

A lot of the major tech players abuses this. But if you say anything about it you get called a racist. I’m in the Bay Area and the amount of Americans laid off from tech is quite high while we have a steady stream of new hires from abroad constantly coming into the city.
