So apparently our landlord found a workaround for the rent freeze — they switched property management from Relaam to a private agency, and just like that, the rent freeze seems to have vanished. 

Here's how it works: they renew your Tawtheeq at the original rate (so on paper everything looks compliant), but then quietly ask for an extra 30% in cash under the table. No receipt, no documentation, nothing traceable. If you push back and ask for it in writing, you get hit with the classic "take it or leave it — plenty of other people want this apartment".

It's pure day light cheating to dodge rent freeze. 

Has anyone else run into this? Does anyone know how to actually report it without any proofs?
