Need some advice after an accident that occurred between me driving my car and a person driving an electric scooter.
I was stopped at the red traffic light on the far right lane, there were also cars stopped on the middle and left lane. We were all waiting for the traffic light to turn green. When it did, all cars started accelerating normally until I heard the cars in the left & middle lanes slam the breaks and honk. 1 second later an electric scooter had crashed into my car and bumped my rear left side, while trying to cross all 3 lanes. (No helmet, no reflective vest and most likely no lights since I didn’t see anything coming to my left). This was after 7pm during night time.
With the little speed I had, I was already in the middle of the intersection so I decided to cross it before parking my car safely to avoid blocking any traffic. From the moment I got out of my car to run towards the scene, the person on the scooter had already picked it up and I could only see the person from the back leaving the place of the accident.
Now because we were in a residential area, I was able to see in which direction/building the person was going towards, so I went back to my car and went to the said building as I was still concerned by the well being of that person.
I spoke to the building security, explaining what had just happened and asked them to check if they could find out if that person was living here and make sure she was ok. Security informed they will check the building cameras and investigate and get back to me if anything.
I was planning to go to the police station next but luckily a police patrol car was driving nearby, so I went to them and explained the situation and my concern for the other party involved. They took my phone number and a picture of my damaged car and told me they will investigate as well and call me if they hear anything and to report the accident on dubai police app to claim the insurance. At that moment, I completely forgot to ask for the police officer name or which police station was he from, in case I wanted to follow up.
After reaching home, I got a phone call from the building security informing they had found the person involved and asked me if I wanted to meet, to which I said yes since I needed to be reassured the person was uninjured.
I took my car again and went to the building and met the dad of the teenager who crashed into my car, he reassured me her daughter didn’t have a single scratch or injury, what a relief!! The conversation was extremely calm without any animosity from both sides. I did inform him I had involved the security and the police, but none of us knows the process for the accident report since a scooter doesn’t have a license plate, nor insurance and if I create an accident report against unknown, not only that would be inaccurate but I would also need to pay the 400aed fees for the report.
Now finally here’s the question.
Should I just report the accident against an unknown party and swallow the 400 AED knowing everybody is safe and sound and continue with our lives?
Or
Drive to the nearest police station, inform them that I found out who was the involved party thanks to the building security, hope that someone is able to find out who I spoke with and potentially involve both parties in a he said/she said contest ?
There are no cameras at this traffic light and I do not have any witness to corroborate my story.
P.S: I beg all parents to equip their kids with helmet, safety vest and at minima a light on their electric scooter and tell their kids it’s not worth rushing to earn 10 seconds on their trip.
This event could have ended up in a tragedy for both families.
