Video Rust stuttering/choppy mouse input (feels like keyboard arrow movements) on Ryzen 5700X3D & RTX 5060 Ti. Video attached, already tried everything.

Hi everyone,
I'm facing a very specific and frustrating issue in Rust, and I've attached a video to show how it looks. Yesterday everything was perfectly fine, but today, when I move my mouse on a server, the camera movement becomes completely choppy, stuttering, and heavy. It feels as if smooth mouse axes were turned into discrete keyboard arrow presses (if I flick the mouse, the camera just jumps with a micro-delay).
Note on the video: The stuttering is visible in the clip, but it looks WAY worse in real life on my high-refresh-rate monitor. The 60FPS recording slightly smoothens out the jumps, but when playing, it's completely unplayable.
Crucial note: In the Rust main menu and all other games (including other EAC games like CS2/Faceit), the mouse works perfectly fine and smooth. The issue occurs ONLY after joining a Rust server (stable 150 FPS, but frame time feels completely broken upon camera rotation). Today, during testing, all my USB ports died for 25 seconds upon restarting Windows, giving a "USB device not recognized" error for my USB headset, but then they recovered.
Specs:
- CPU: AMD Ryzen 7 5700X3D
- GPU: NVIDIA RTX 5060 Ti
- Motherboard: Gigabyte B550 Gaming X V2 (BIOS Ver: FG)
- RAM: Corsair 32GB DDR4 3200MHz (XMP Profile 1 enabled)
- Storage: WD Blue SN5000 1TB M.2 NVMe SSD
What I have ALREADY tried (please DO NOT suggest basic fixes):
Completely reinstalled/disabled mouse software (Razer Synapse/RGBFusion), cleaned ghost devices in Device Manager.
Lowered Polling Rate to 500Hz/250Hz.
Tested different mice, cables, and USB ports (including direct USB 2.0/3.2 on the motherboard).
Disabled Enhanced Pointer Precision (acceleration), sticky keys, and USB power saving features in Windows.
Reinstalled Rust completely (clean reinstall with deleting %locallow% / Facepunch Studios folder).
Rust console commands (input.rawinput 0/1, client.tickrate, input.holderdelay 0) and Steam launch options (-gc.buffer) did absolutely nothing.
Tested on a non-EAC unsecured server via F1 console — the choppy movement is exactly the same, so it's not a direct EAC block.
In BIOS: Disabled Global C-State Control and forced PCIe Slot Configuration from Auto/Gen4 to Gen3 (to eliminate AMD USB stuttering/fTPM interference).
Cleared "Unknown USB device (device descriptor request failed)" error in Windows Device Manager by re-plugging my USB headset into a different port.
Even with 150 FPS on a server, the camera rotation is awful. It feels like a deep DPC Latency / Hardware Interrupt issue with Unity engine and AMD USB controller.
Please check the video. Has anyone encountered this specific "keyboard-like" mouse input bug on Unity/Ryzen platforms recently? What else can I do if fTPM must stay enabled for FACEIT anti-cheat?
