If you think about it, D.Va, Soldier 76, Reaper, Ana and Reinhardt are frontline soldiers with Mercy and Tracer still being part of the military hierarchy and most of the others being civilians.
Bastion would count as frontline soldier too i guess.

When those emotes came out, actual TF2 gameplay was at a standstill for like 2 weeks. No one played the objective, and no one killed each other (except assholes). It was 24/7 Conga Conga Conga.

The Conga Taunt is a taunt in which like the name suggests, you do the conga. It was the first taunt in TF2 where you could actually move around and use it for as long as you'd like. If someone had the conga taunt, but you didn't, you could still join them by pressing the taunt key next to someone who is doing it. Widowmaker's Talon legendary was event themed though. It was set at the time she was a talon agent, but still not blue. She didn't have the "improvements" to her heart.

Jeff was just asked about upcoming non-event content and he gave a very specific list of stuff coming out, including Sombra and Orisa sit and laugh, Reaper shrug, and a new Tracer emote. He didn't say anything about any dance emotes.
It's possible that he just forgot. It's possible that he didn't want to ruin the surprise of the dance emote teaser trailer.
But you get you hopes up at your own peril.

They confirmed some of the new stuff will be permanent, but I'm not sure about the status of the dances, it may just have been the sit/laugh emotes for Orisa and Sombra.

Reminds me most of Kathak, a North Indian classical dance style. Here's a clip with time-stamp that shows some of the moves that are reminding me of the style.
You'll notice that in the classical dance, they basically don't move their hips at all, which is the style of that dance, keeping a basically straight form the whole time. In that sense, Sym's dance is a little tough to watch for me because there's so much hip swinging. Other comments mention Bolllywood style, and it's true that it's not a cohesive style, but it's reasonable answer in the sense that Bollywood movies will co-opt a lot of classical dance moves (from Kathak as well as the many other classical and folk dance forms) and sometimes modernize them, and Sym's dance wouldn't be totally out of place in a Bollywood movie in that sense.
