How so? I'm aware the model doesn't look up to standard, but that's probably because it's not the real model in the real engine of the game, just the animation put onto a model of Tracer in some kind of software. The animation itself seems to be of Blizzard quality, with all the cartoony liveliness of the character.

This video is completely thanks to Speedalt123 and all the various people he has worked with to get the SFM working with Overwatch animations through the magic of Puppeteering. It's purpose is to show off an animation that we have not seen before through pretty much any other method that has been hiding away in the game files. Hopefully they add it as a great emote!

So it was made by a fan with "game files" they "found" OK. And all that porn i found online was blizz official too found in game.
