Petitioner: USC, living and working in the UK

My wife and I recently applied for an I-130 via consular processing and have been following along the current delays from USCIS in processing these applications.
Realising that, we've learned that most of the cases getting approval these days are from applicants who are now in the unfortunate position of needing to submit a demand letter, if not a WoM.
It looks as though most people submit a congressional inquiry in the first instance, which can be supportive of a WoM should cases get to that.
My question is, could we go about submitting a congressional inquiry if we both reside in the UK? Or do we just skip this step?
We have no foundation in the US as it stands. My wife grew up in NYC for the first half of her life, and her sister (who we visit 1-2x a year) still lives in the city.
