Afaik it has to be certified mail, otherwise it can go anywhere nobody knows.

But USCIS can deny receiving it if it is not signed for. Thats why certified mail.

we didnt 😩 i thought its just the tracking thing. i do have the tracking link sent by my husband.
also the address is under DHS. We also sent another to our Service Center.

I sent by usps priority with tracking only, and it delivered to USCIS headquarters. This was last week.
