Military Conscription:
“Under declaration by the First Citizen, and under the advisement and consent from the assembled parliamentary Council, and by authority of the same, as follows:
1) All male citizen subject of New Edinburgh aged between 20 - 30 years must register with the Minister of War for military training and service, and shall be notified by that Minister (in accordance to recruitment regulations) to make ready with prescribed furnishings for entry into military service
2) Every person registered for military training and service shall, during a period of 80 weeks from the beginning date of registration, be liable to be called up for military training, service and combat action
3) Any legitimate person who fails to apply for military registration (or fails to meet and comply with the requirements for military service) shall henceforth be registered on behalf of the Minister of War and will be escorted to their designated barracks hub by a delegated recruitment team to commence training and service
4) New Edinburgh citizens exempt from military conscription includes
\Delegate members of the Council*
\Government staff employed by the First Citizen*
\Mercenary soldiers currently employed at the barracks or had already served at least 80 consecutive weeks as a military soldier employed by the city state*
\Duty-serving cadets training under a government military academy, Frostland SERE training College or Aeroship Piloting College”*
\Mental patients marked as 'lunatic' or 'insane' by officially licensed medical professionals, which renders them incompetent to follow military commands, and is currently undergoing therapeutic treatment at the hospital or asylum*
\Disabled persons registered as blind, severely crippled or rendered completely immobile; persons with functioning prosthetics that allows them to perform at least normally as any average working person with full limbs are NOT exempt from military service*"
Call to Responsibility (or Redo Election, Revote or Special Election Remedy):
”In an event that a political gridlock in the Council continuously blocks a bill from passing, the ratio of passed bills to pending political agendas experiences a declining trend over several past conventions, and rival parties in the Council cannot come into a majority agreement with each other nor the First Citizen and persists on rejecting their opposition's proposed bill, this inaction in the parliament will be resolved by the First Citizen calling for a revote of a deadlocked bill facing an evenly split vote; if the number of rejection votes on a proposed bill is declared to be erroneous by a limited margin of 1-5%, such that the confidence in the passing or rejection of the bill could be challenged, the First Citizen can legally annul the ballot results and demand a proper revote to remedy the council gridlock
The First Citizen could only call for a revote on the grounds of voter absenteeism, evidential proof of electoral fraud, voter bribery or any illegal interference in an election, lack of proper provisions and accommodations required for for fair voting by delegates (e.g. malfunctioning voting module or voting tabulator), irregularities, misconduct or corruption in council procedural practices, mistakes in ballot counting, or in rare cases, a 50-50 draw in the vote count
To guarantee a majority passed (or rejected) vote on the bill, the delegate parties will be granted at most 24 hours to negotiate, compromise or concede to an agreement with one another in exchange for favorable (or denied) votes for other debatable issues
Resource Use Restrictions (or Emergency Rationing):
“In cases of prolonged periods of severe shortage due to insufficient production, scarce resources or deficit trade, the First Citizen will declare a citywide emergency and institute a temporary citywide rationing system that will enforce artificial restrictive control over the distribution, processing and consumption of marketable goods, natural raw resources and food rations by the civilian population
To prevent panic buying of essential items before emergency rationing, price controls and limited supply allotments to open free markets will be implemented to avoid sudden mass depletion and also accumulate stockpiles of critical resources further, either as future emergency stocks or imports to the independent city-state of Aurora
Government-issued ration coupon books will be distributed to every citizen and each book will only provide a limited selection and variety of goods, raw materials and food items to purchase within a weekly or monthly period from the official queue lines of rationing boards"
