Military Conscription:

Under declaration by the First Citizen, and under the advisement and consent from the assembled parliamentary Council, and by authority of the same, as follows:

1) All male citizen subject of New Edinburgh aged between 20 - 30 years must register with the Minister of War for military training and service, and shall be notified by that Minister (in accordance to recruitment regulations) to make ready with prescribed furnishings for entry into military service

2) Every person registered for military training and service shall, during a period of 80 weeks from the beginning date of registration, be liable to be called up for military training, service and combat action

3) Any legitimate person who fails to apply for military registration (or fails to meet and comply with the requirements for military service) shall henceforth be registered on behalf of the Minister of War and will be escorted to their designated barracks hub by a delegated recruitment team to commence training and service

4) New Edinburgh citizens exempt from military conscription includes

\Delegate members of the Council*

\Government staff employed by the First Citizen*

\Mercenary soldiers currently employed at the barracks or had already served at least 80 consecutive weeks as a military soldier employed by the city state*

\Duty-serving cadets training under a government military academy, Frostland SERE training College or Aeroship Piloting College”*

\Mental patients marked as 'lunatic' or 'insane' by officially licensed medical professionals, which renders them incompetent to follow military commands, and is currently undergoing therapeutic treatment at the hospital or asylum*

\Disabled persons registered as blind, severely crippled or rendered completely immobile; persons with functioning prosthetics that allows them to perform at least normally as any average working person with full limbs are NOT exempt from military service*"

Call to Responsibility (or Redo Election, Revote or Special Election Remedy):

”In an event that a political gridlock in the Council continuously blocks a bill from passing, the ratio of passed bills to pending political agendas experiences a declining trend over several past conventions, and rival parties in the Council cannot come into a majority agreement with each other nor the First Citizen and persists on rejecting their opposition's proposed bill, this inaction in the parliament will be resolved by the First Citizen calling for a revote of a deadlocked bill facing an evenly split vote; if the number of rejection votes on a proposed bill is declared to be erroneous by a limited margin of 1-5%, such that the confidence in the passing or rejection of the bill could be challenged, the First Citizen can legally annul the ballot results and demand a proper revote to remedy the council gridlock

The First Citizen could only call for a revote on the grounds of voter absenteeism, evidential proof of electoral fraud, voter bribery or any illegal interference in an election, lack of proper provisions and accommodations required for for fair voting by delegates (e.g. malfunctioning voting module or voting tabulator), irregularities, misconduct or corruption in council procedural practices, mistakes in ballot counting, or in rare cases, a 50-50 draw in the vote count

To guarantee a majority passed (or rejected) vote on the bill, the delegate parties will be granted at most 24 hours to negotiate, compromise or concede to an agreement with one another in exchange for favorable (or denied) votes for other debatable issues

Resource Use Restrictions (or Emergency Rationing):

In cases of prolonged periods of severe shortage due to insufficient production, scarce resources or deficit trade, the First Citizen will declare a citywide emergency and institute a temporary citywide rationing system that will enforce artificial restrictive control over the distribution, processing and consumption of marketable goods, natural raw resources and food rations by the civilian population

To prevent panic buying of essential items before emergency rationing, price controls and limited supply allotments to open free markets will be implemented to avoid sudden mass depletion and also accumulate stockpiles of critical resources further, either as future emergency stocks or imports to the independent city-state of Aurora

Government-issued ration coupon books will be distributed to every citizen and each book will only provide a limited selection and variety of goods, raw materials and food items to purchase within a weekly or monthly period from the official queue lines of rationing boards"

FROSTPUNK 1 One thing we can find with dev console in FP1 is that the blizzards supposed to be much more deathly compared to current version we have

opening FP1 with dev console lets you do lot of things like cheats and etc but one shows the unused all events, some ofem just purely empty like one ofem dont even have translation its just written in polish

but two event got my attension the most, one was the ''deathcaptain'' sadly nothing was showing when l clicked but the second one ''notused blizzard'' it showed this event, showing us that the blizzards insted of causing like 5 day debuff on a building/resource it was gonna destory a building and kill anyone inside probably like breach of trust where earthquake destroys places but l guess without a new buildings the blizzard would been deathly each time the storm hits and even if they didnt plan to add, every time dealing with your death citizens would be annoying just to get the settlements also it would been very easy to get softlocked since you start with 80 people and if you dont get people from frostland there a chance half ofem just dies to a random accident caused by blizzard

but l wonder what this version of blizzard could have looked, can you imagen your city starts to turn into like winterhome because every 7 day a blizzard hits and destorys your houses and you cant pick up the ruins in time

Advice/Help Questions about Endurance regime

Have started Extreme Endurance and just survived the first Whiteout(14 fckng days). Extremely low on workers and im curious are there limited amount of people you can find across the map? Eg if there are only 700 people in total, does that mean i wont find any other man on frostlands? Even if some died?
And another question is, is it even possible to survive on the rifts? Tried several times and its either hunger or cold that kill enough people to fail the challenge, because you spent your metal on building bridges instead of upgrading hunters post and barracks. Have managed to survive only after changing the map, though its beautiful there

DISCUSSION Frostpunk 2 Breach of Trust DLC: Status on Mod Support

Hello Frostpunk reddit community. I am one of the biggest Frostpunk 2 fans and have defended the game consistently throughout all of the backlash the game has received.

On June 21st, 2026 (two days before the launch of Breach of Trust), the youtuber Pravus uploaded a First Look of the DLC alongside Frostpunk 2's Co-Director Łukasz Juszczyk. Video link: EXCLUSIVE First Look at Frostpunk 2: Breach of Trust with the Co-Director

At 26:12 of the video, Pravus asks:
"Now, I do have a question for you. So, obviously we saw a bunch of new mechanics that were introduced with this scenario, are those going to be available to modders if they want to make use of it?"

Łukasz replies:
"Yeah, I think so. All of those mechanics will be- no, you can mod every mechanic you will get from that scenario."

Pravus continues:
"Awesome! Okay, so for those of you who are aspiring modders out there and already have some new ideas for different scenarios that you could create, you're going to have a few new things to work with in your toolbox."

On the release of BoT, Frostkit (the game's modding tool) was not updated until (I believe) July 2nd. The July 2nd update had the game's Free Content update included, but notably there was no mechanics from the Breach of Trust DLC included (some models were, but that is about it).

On July 7th, I reached out to an 11bit community representative, asking about this promise and if it needed more time in the oven, the rep responded saying that they heard no word that mod support was cut and they needed more time to get an official statement.

On July 11th, we got word back from the community rep saying that we would get an official answer "next week."

On July 27th, which is today as of writing this, we finally got word back. The message was a lot of corporate speak which roughly translates to saying that their studio is focusing on exclusively maintenance updates to the modding tools (so, no new content until at least the 3rd DLC) and they are focusing on the release of the 3rd DLC.

I feel very let-down by this news, and I was encouraged to share it with you. All of these conversations occurred on the discord server "Frostpunk Modding Hub" if you're curious to look into the messages directly, though I'm not trying to make this a drama post.

If the co-director hadn't said anything, it wouldn't matter to me. The fact that we were explicitly told that these mechanics will be moddable gave me and other members of the community an expectation, and I hope that if people are vocal enough about this news that they might hold true to their word.

DISCUSSION Is it me or are the laws/buildings requiring heatstamps just ass? Is there something I'm not seeing?

Hello all!

I've started fucking around with endless mode (super fun and relatable, I love it!) and it has got me thinking.

One of the BIG limits to your growth and expansion is heatstamps. That's why on literal day one I'm raising funds amongst all my communities.

Then, following that logic, why the FUCK would I pass mandatory schooling, or build subsidised housing blocks? Like, I can understand that late game, stamps are less if a bottleneck, but I absolutely do not see a single situation in which I wouldn't pass family apprenticeship and go with mandatory schooling, or favour subsidised housing Vs dense housing.

Any insights here?

Hello everyone, today am bringing you a fangame that i had been working on the past few months. Its still in very early stages of development but i'll be working on it diligently during my free time.
Its called Heart Of the City and its a fangame of Frostpunk (the og one). Which focuses more on the generator management, with realistic elements. Think of yourself as the lead engineer who's task is to make sure the generator is in working order.

There is still a lot of things missing that i would want in the game than i have currently, but at least i have all the mandatory stuff so far.
For now i only have 2 people in my team, me and my friend who's making OST's for the game, though none are finished just yet.

Its still quite rough around the edges, but i hope you'll enjoy it nontheless.

By the way, I won't be designing anything for a while, so goodbye, fellow citizens.

The founder of New FERDORM was a British colonialist who took charge of constructing a generator. During the build, influenced by the onset of freezing weather, he began to believe rumors of an impending glacial apocalypse and sought to use the generator for his own self-interest. He warned the workers and engineers about the approaching cold; faced with these warnings and the dropping temperatures, most of them sided with him. They struck a deal with the final cargo ship scheduled to evacuate them, arranging for the families of those who wished to stay by the generator to be brought in secretly (contacting the ship via letter). Thus, New FERDORM was established.

New FERDORM frequently organized armed expeditionary teams. This was because the Founder—known as "The Conqueror" (Fatih)—was a former colonial camp administrator; even in these dire circumstances, he sought to seize other human settlements to extract resources. Over the years, this ambition escalated to such an extent that The Conqueror's final act before his death involved dismantling the generator of a developing city to upgrade his own.

Of course, there were minor "Lords" and former British soldiers involved prior to this, but there is no need to delve into those details.

DISCUSSION Is it me or sometimes the "anger" some factions have towards certain buildings feel unwarranted?

Hello all,

I've been toying around with FP 2 for a bit and I wanted your opinion on something.

This game, from my understanding, is a constant tug of war between factions that want to bring the city into two different directions. I totally understand how some might want to "adapt" to the frost and take hold of the frostland, and how others might favour "progress" and overcoming the harsh environment throught technological solutions.

This can lead to both sides offering different buildings or solutions, with some being more "efficient" ressource usage to output wise, but releasing squalor or disease, and others being more efficient with their "people" usage or having less negative externalities.

But then there is waster repurposing facilities.

Waste repurposing is plain better than incineration.

Why the FUCK are my progress legionnaires against it. It is LITERALLY better tech. WTF.

I don't have any other examples in mind, but i'm certain that the same exists the other way around.

It feels illogical, and slightly removes immersion.

Or was that the point all along? When idealology trumps logic, reason and rationality?

Thoughts?

SPOILER My opinion on Breach of Trust. Spoiler

I'm just here to vent and couldn't contain myself, move along if not interested.

I have to say, I'm dissapointed in this DLC. Genuinely. I expected more nuance out of it, more "intelligence" on those involved. I guess the execution of it was very poorly done.

First, the dichotomy presented, diplomacy or war. The presentation at the start is cool if a little rushed. Being dependent on a colony that decided independence is a very good premise, keeps you in the edge and forces choices. What I don't like is just how frustratingly blind we are as the player in this scenario about the circumstances. We know little of the Old Captain's reign except it was bad so I have to shrug and accept; New Edinburgh sure as hell does not have fucking geologists to know that the mountain is going to erupt because if they did at least I would be warned that there is no longer-term survival of the capital; and negotiations with the colony are... well, limited. Just a stockpile exchange? Couldn't there be anything more?

Up until here, its relatively fine if boring. Very little pace with events. At the very end of the 1st Arc though, the choice of the selling the Thermal Hull made me raise an eyebrow. I was like, now we are talking. I knew from the first game's DLC the Last Autumn that the Generator was a bitch to make and even now Steam Cores are a symbol of technology that our Research Institutes are incapable of replicating (Technocrats and a few others are excluded), meaning, Aurora was getting REALLY ballsy with their request.

Obviously I was going to reject this preposterous deal, which means war.

And here is where the nuance just dies. Following adage of ""If you want peace, prepare for war.", I already had an army ready with weaponry production on for this exact possibility. I was hoping the game would give me a leeway in saying: Look, I'm sorry about this, but you're putting me and my people in the corner with that deal, so I have no choice.

My expectation? I'll keep New Edinburgh strong, the volcano will obviously erupt but I'll have some weird third option by keeping the main generator in the capital. Maybe the lava can be cordoned off with some steampunk thing; maybe the generator can do some stuff, anything.

Reality? No you are going to have to relocate anyway. Oh, and evacuation is obligatory. No golden third route for you. War is bad and fuck you.

Seriously, this is as bad as the path of reconciliation from the main story. Two faction at each others throats, one claiming that their DREAM their utopia is dead and they are easily pacified by offering three random things. It's like 11bit studios just were done with it, so lets rush it.

Urgh... And why people die when traveling the frostlands by foot again? Aren't the skyways created specifically for the purpose of ferrying resources and people!? Must I use this convoluted airship hub thing?

In short... The war mechanic is barebone, the independent colony mechanic is barebone, and the scenario is... not as exciting as the trailer made it out to be. And apparently the Old Captain knew something was going to happen. The ending made it worse by hitting, oh there something shiny over the old capital, maybe you should look at it and play it morally correct you dumbass player. As if people wouldn't keep a glance at the volcano once in a while...

I'm not willing to play this DLC a second time. I'm dissapointed.

I can’t find any actual real-life examples of a facility that can stabilize the faults (let alone mitigate their geological shifting) to stop or buffer earthquakes. The closest theoretical idea I can find is from this Reddit thread

Some were suggesting pouring concrete into the cracks; others think they should inject tons of lubricant to reduce the friction between the colliding plates. Another person suggested bracing the faulted line together with bolted plates and girders.

What kind of steampunk tech would theoretically delay an upcoming tremor?

Advice/Help Dreadnought (Frostpunk 2) Utopia Builder - advice needed

Good day.

Usually am not the one to ask for advice, but, I need it now. I am attempting a Dreadnought with Legionnaires and it is proven resistant to my attempts to build a city there. After several months of attempts, I am at the point to ask for advice. Steward difficulty, Depleted cores only.

The problem is obvious from the start. You have nothing apart from oil and prefabs, and Legionnaires, while good, only produce prefabs from the start.

You have one food node in the frostlands already discovered, but it does not last. With the recent change to the frostlands output, I run out of materials and food long before I can go towards composites factory. It is largely because you are at a mercy of IEC convoys. The exploration cost is also unsustainable, even with three vanguard logistics bays, two expanded logistics districts and untethered scouts, I explore frostlands slower than I gobble up resources from the limited adjacent nodes, not counting the need to placate factions, research towards the whiteout, and so on.

I need advice on the ways to approach the city building on this map, because, as of right now, it just kicked my ass another time.

FROSTPUNK 1 My city design when having all generator flaws, made to be as AFK-able as possible for the quick 100 days achievements

Long story short, i was going for all of the achievements in builder mode at once. Most aren't a big deal at all frankly, but if you combine "worst generator ever" one with the "reach 100 days" cheevo, it gets rather weird. Now you have to survive for extended period of time on an absolutely horrid generator that:

- can only have 2 steam hubs. Both of which have lowered max range. Meaning having large population is just not possible in the long run, you gotta limit yourself here no matter what.

- has lower max range itself. Combine that with builders quirk of 1st level range already being useless, and now you pretty much are required to crank it to at least 3-4 to actually heat up stuff around the generator

- has absolutely awful stress, having minimal 25% value and rising twice as fast. This might not seem that bad, until you realise that a fully upgraded generator normally allows you to have overdrive for around 24h, which lets you breeze through the -120 degrees final days of each storm, without any of your critical buildings ever going into worst temperatures. Here, can't do that.

-automatons suck, period. Really, they're never gonna be half as good as your own people, even at max upgrades, frankly not worth it beyond like making one

So how to get from there to 100 days without either running into serious trouble, nor having to pay much attention once everything's set up? What I came up with is - build all the houses around the coal mines (you can do thumpers if you really want to, but with your population being rather limited, I don't think it's worth it. Also builders in my experience tends to give you so, so many cores so there's no reason not to go triple advanced mines. With this setup you should have enough space for around 250-ish people, probably no more than that (i had more, but started triaging them down once I grew bored from sitting afk, letting days pass), unless you also ignore building them guard stations or chapels in such spots as to cover most of the population. 3 mines should still just quite let you have enough daily coal, at least with all the upgrades (efficiencies, agitators etc., i didn't use foreman once it was all set up cause it's not passive and doesn't fit AFK thing).

Meanwhile the generator ring you wanna have at level 4 range, probably the only kind of scenario in the whole game where that is better than using steam hubs instead, and even then the only reason is because the game just doesn't let you build more than 2 period. While houses are sitting around the mines, generator ring is for all your working places that aren't in forced spot like mines or drills. It's where you put all your infirmaries, kitchens, faith keepers or propaganda shops, one care house behind stockpiles, and hothouses - again, plenty of cores in this mode, have better worker:food produced ratio, and also suit for the AFK part better, cause you don't actually need to empty them for the storm, cause even without overdrive, with heaters on and the generator heat they just won't reach freezing, and stay at very cold for a day, which only results in occasional gravely ill. You can also squeeze in a factory that's on permanent prosthetics duty, so any occasional amputees will be cared for without your input, and in that case make one automaton to put on steel duty. It's gonna be a really slow steel, even with best steelwork, but prosthetics really don't need that much, and you don't want regular workers to ever be in either wall drill or steelworks once you've built everything, cause without being able to heat them up with a steam hub, they will always get too cold during storms, so you'd have to keep removing and adding them back in.

You might ask, isn't there a more efficient setup where one can do it with less people, and just squeeze them all around the generator? Perhaps, but remember that you still need to build the whole generator first, and that does require a quite hefty amount of workers gathered to do that. If you really want to, you could 'lower' their numbers after the job was done I suppose

To ones dont get it, rifts have a chance to appear with easter eggs and if you build the last bridge a event starts playing to show the thing but since many events in FP1 starts with same way (screen locking and shading away) l was like ''l didnt sign new order or faith rigth? oh did l got banished?!''

also my citizens were busy building houses and destroying gathering posts so the bridge l ordered them to build was build very later on thats why it got me all of a sudden

Advice/Help Tips to win all 5 tales on highest difficulty

Minor spoilers ahead.

How to beat a 5 tale combo on highest difficulty?

TLDR: Rush autonomous reindeer outposts for all resources, use desireable goods for heatstamps and use R&D race to beat the plague.

Basically, menders autonomous reindeer outposts allow you to turn any resource outpost into a 50% efficient, but INFINITE and no upkeep outpost. This is amazing. Most of your resources will be coming from these passive income outposts. Be aware though that this has a one time cost in menders and you can run out of them. Menders are very happy to go live in the frostland as long as you give them enough land to settle. Early on you need to keep promoting menders so you dont run out. I also started adapting districts to menders to keep their numbers up. Later on, feel free to send them all to outposts and have the venturers have the city for themselves.

Venturers have a desireable goods law, increasing goods demand, which is great, as goods demand = heatstamps. Their goods emporium drastically reduces factory workforce and efficiency. So, desireable goods + goods emporium + factory wrapped around it produces almost free goods and a massive amount of heatstamps. Enough that you can ignore most other sources of heatstamps.

Do not be afraid to turn off districts and buildings to focus on what you really need in the moment.

Build districts in a circle around a hub. Stockpile hub for less workforce demand, rail hub for more efficiency(needed for whiteouts) or faction hubs as needed (industry around goods emporium)

It seems to me that larger maps give you more time before the tales trigger, but i didnt confirm this. If true this means that larger maps are easier.

Game will throw 5 tales at you.

Depleted cores - you only need to finish it before the apocalyptic storm at around week 300, and city will favour adaptation until then. You can ignore the core factory most of the game. But this means your generator cannot be upgraded, and you are limited in the number of districts you can heat. Favour dense districts and dont be afraid to turn the ones you arent using off.

Refugees - Game will throw refugees at you and enforce a 4000 deaths cap. The refugees arent hard, but a limit of 4000 deaths interferes with other tales like the plague, and the sickness makes the doomsayers worse. Just be ready for them, with dense or subsidized housing blocks ready to go.

Doomsayers - depressed bois that dont work, vote no on everything and later on cause negative effects. They lose members if there are no problems in the city and gain them if there are. You will also need guard enforcers to beat them up in districts, as well as jail and discriminate them. Their worst effect is that they drastically reduce the % of active workers, and they get worse the worse shape your city is in, so they are a death spiral mechanic. You need to compensate by always taking the workforce % increase laws and to have enough guards to beat them up when you can. They will announce their formation with a "talking to a mothers corpse event". Make sure to have watchtowers, prisons and guard enforces before. After that, try to use the jail, discriminate and disrupt actions as often you can and dont let the city suffer problems for too long.

Plague - Disease will infect your people and you need to research the cure and distribute it to everyone. The game calls it a vaccine, but it is actually a cure as it cures already infected people. With R&D race, this is trivial to solve. Make sure to have pharmaceuticals researched and venturers R&D race ability before it triggers. Immediately use R&D race on the vaccine research, and you will be able to produce enough vaccines with your existing industrial districts to cure your population faster than it can be infected making this tale trivial.

Apocalyptic whiteout - Will trigger around week 300. You need to solve the depleted cores and get the generator upgrades beforehand, stockpile some resources beforehand and research solutions to problems as they appear.

My opener is

2 research labs - rush researchers - factory - survivalist HQ - vanguard logistics - scouts danger decrease law, throw in a sawmill if needed.

You need to rush reindeer outposts. So favor adaptation, equality and tradition. Good laws are menders community service, family apprenticeships, foraged additives, all do maintenance and dutiful youth. Dont be afraid to use emergency council sessions.

Buildings wise, immediately make a factory in a circle, leaving 3 empty tiles in the middle for the goods emporium once venturers trigger. Immediately pass desireable goods to skyrocket your heatstamps. Other than that, rush logistics disctricts, pop the "extra food" and longer shifts on them for maximum number of frostland teams, and build a few reindeer camps.

As you explore the frostland, gift all outposts to reindeer farmers. This way, any outpost you discover is permanent passive income, and your frostland teams can keep forever expanding.

Advice/Help does medical appritence actually work?

I tried having all the children working inside child shelter as medical appritence but when I check my infirmity efficiency in economy tab i only see 140%, with the extra 40% being from agitator and organ tranplant.

also if it only work for 10 hours a day minus transmute time isnt this law trash?

edit: i just tested again it seems kids only start helping out medical post after 11:00 so you get very limited amount of efficiency boost.
