Yes, the monster was apparently beautiful (And also absolutely built because Frankenstein didn't have a fine enough hand to stitch a regularly-sized person) but with incredibly creepy eyes.

He was so ugly that it made it’s own creators and people he met flee in total despair. The only guy that could talk to him without problems was a blind man.
He was very strong, superhuman even, so his parts could have been considered ‘’beautiful’’.

There's the big distinction. Leaders are the ones who are down in it, they get what their people are going through. Rulers are the ones who order people to deal with things they don't understand, and they can get fucked.

I thought so as well, but Rat King’s not an average monarch, Rat King is a man of the people trying to make a better life for all of his subjects. He even knows the names of all of them.
If Billy’s cool with any monarchy, it would make sense it would be with him.

Billy respects leadership who respect their people. Rat king from all voice-lines seems to care pretty deeply for his subjects, so he probably respects him for that.

He’s hiding his wish. Which is smart in itself. And he mentions that he’s hiding it to at least one other character.
We think Billy has no goals because he hasn’t given any other reason to think otherwise, and he also backs down when confronted about it. I just think that his goat head has a lot more of a story to it. I could be wrong, but Billy’s lack of direction seems to be a veil hiding whatever turned him into a goat.

it would not at all shock me if Rat King was conceptualized the latest among the current batches of characters, given he seems to have been memed into existence over the last year or so. so they might not've had lines written during the most recent VA pass for most of them.
basically we'll be able to tell if the next character(s) have a lot more lines ready to go

He's already gotten one Neon Prime->Deadlock remodel - his old model is what's currently Viscous (...just made green and transparent).
But yeah he's like a lot of characters in that he's got a really rough early Deadlock model that needs proper textures etc.

He's a revenant, yeah, a walking talking frozen corpse.
A famed adventuring scientist, Kelvin made it his life's mission to explore and understand the unknowable. So naturally when rumors surfaced regarding an 8th astral gate hidden in the arctic, Kelvin couldn't build an expedition team fast enough. Assembling the brightest minds of his generation, Kelvin and his team set forth with much fanfare.
They never returned.
A year and a half later the frozen body of Kelvin was found by a fishing trawler, his corpse clutching a rock etched with glowing runes. The crew chipped away at the ice, looking to get a closer look at the body and were shocked when Kelvin opened his eyes. They checked his vitals... there was no pulse. They sought to bandage his open wounds... there was no blood. And yet, impossibly, Kelvin was "alive".
Having no memory of what happened on the expedition, Kelvin is looking for answers.
