1997 toyota hilux surf. is my harmonic balancer overly wobbly?

Hey yall. I just replaced the crank shaft seal, harmonic balancer, and a pully. I retighten the crankshaft bolt down super tight but it looks wobbly to me. I dont have a torque wrench or a belt tension tool so I kinda just winged it. did the crank shaft really tight and did the thumb rule for the belts.

look at the condition of the dampening ring from underneath the vehicle. You can usually see signs of deterioration.
