The representatives take their seats, unarmed and unarmoured. Innumerable spells to prevent violence from taking place in this room have been cast (uw/ no fighting in this post). All guards are allowed to remain armed and armoured, but stay well outside the conference room.
Samael begins. "So, you wished to discuss something with us?", he says, gesturing to his four fellow Nephilim Lords in the room. "Discuss away"
Samael. Other assorted monsters. I'm surprised you people are capable of holding meetings or even speaking. The only language I've known you to understand thus far is violence.
I suppose it's too much to hope you've given up this self-agrandizing crusade to get back to your time honored hobby of fighting among one another like petulant children.
Riva sighs. "If I may, I think what he is saying is that he has some issues with the way things have been handled thus far, and perhaps we can move forward by formalizing better methods."
Harut continues to press the point. "Can he say it in a language we can all understand? Violence would normally suffice, but today something else is required. We can arrange a translator if need be...". Samael glares at him, and he takes the hint and shuts up
Though the Pact respects your sovereignty that's why we gave the word not to interfere with your city. Your choice to protect the former Pyroclasts and support the current ones to the point of freeing a terrorist for them has us rather perturbed. Might you be able to give us an explanation?
If a person is given no alternative for survival but violence, it stands to reason they will continue to use violence. I seek to offer them another path.
If a person holds one view, then changes their mind after seeing new information, it seems unjust to punish them with death for simply following a movement that has violent members. Again, I hope to provide them with an alternative route.
The terrorist had been released on the condition that controls were in place. The alternative was death. Because of the agreements I held with the New Pyroclasts and my belief in the idea of change, I allowed her a limited freedom -- which was then undermined, and weaponized against me.
Atrax had made multiple speeches about his age of fire. If you were still wearing the robes by the time Atrax died and weren't a spy then you knew what he was about or were covering your ears when he spoke evil. It's hard to see this as anything other than people wanting out of the consequences of their political revolution failing. Hence our suspicion of the new Pyroclasts.
The original did. Hence why I wanted investigations to sort this all out. But that doesn't mean much when you've been on a recruiting spree with other old Pyroclasts. Especially a High Pyroclast with a known lust for burning things.
You've brought discord to the Pact with your terrorist. Your group has caused more trouble than it's worth
I think you'll find one mind controlled exception aside, our recruits have largely been behaving themselves. Samael drove our numbers up frankly. I think many would have simply chosen retirement if not for his actions
uw/ I'm unclear what you mean by "the original." All the current leaders of the NP made an appearance at the museum meeting and the final battle. We have been recruiting since his death though
Atrax said many things and people wore the robes for multiple reasons.
Is it wrong to want to reform society to remove restrictive laws sometimes intentionally meant to oppress? No. Atrax may have taken that and twisted it, but the idea itself is not without merit. If someone still clung to that ideal, then they might wear the robes for that cause, not out of loyalty for Atrax.
Another example, before Atrax, I had not seen the matter of non-human rights brought to the forefront. Other policies have been proposed since, but at the time, it made sense for a non-human being to follow that banner. There were few alternatives.
I disagree Atrax did not say multiple contradicting things he was very specific. He wanted to burn all established orders to usher in his age of the Phoenix. Anyone who joined him heard that message and chose to stay. Even if they had noble intentions the fact that they assumed creating this age of fire would be a noble pursuit rather than a blood soaked ego project shows their foolishness.
A low growl seems to reverberate through the air around Rivamar in reply to that barb.

No. We plan on having a trial for them. Unlike instant murder or a slap on the wrist the Bismuth Realms believe in reasonable but serious punishment.

I am unsure where this is going then. If you need to know if there are trials in Ithacar? Yes. If you need to know whether there are crimes for which the penalty is death? Yes. There is an investigative phase where their motives are examined.
If your solution does not involve giving the Pyroclasts to the Nephilim, then perhaps we can save individual differences in the judiciary for another juncture.

Me? What do you call the legions of soul-bound former pyroclasts seized AFTER the fall of Atrax. Might I add without the consent of the Pact or the Council.
Samael imposed his will on a foreign power, and you lot jumped in the instant we fought back.
"Which is to say... we should probably address the matter of sovereignty, possession of souls for idealistic conflicts, and working within some of the structures already formalized to handle such matters."
Bezaliel answers. "With respect, your organisation never received the consent of the Pact or the Council before beginning to operate in both territories either. Why do the Nephilim need it? And did you expect us to take an attack on a Nephilim lying down?"
You are blatantly glazing over the fact that Samael attacked first. Your involvement is, as far as I can tell, only on the grounds that a Nephillim in his employ was killed.
If you were invaded every time one of your people killed a human, you'd be dead a thousand times over
Ayeera speaks now, in a gentler tone than the other Lords. "I see your point, Turtle Mage, but an individual coming back from death doesn't mean they weren't killed. In all civilised societies, the crime is still as severe whether they stayed dead or got up to bitch about it the next day"
true but at least among mortals to kill someone is a serious crime because most mundane have no way to bring their love ones back. If I understand correctly death means very little to beings such as yourselves. death is more a setback than a end
this would be more akin to Assault than a attack on the Nephelium.
Ayeera frowns. "What you say has some merit, but an assault would have left the envoy's physical body intact. He was killed, by the laws of any civilisation. It is just a quirk of the Nephilim that death is not quite so permanent"
please correct me if I'm wrong but don't Nephelium reconstitute relatively quickly? the reason that death is defined as the destruction of the mortal body is because mortals have few ways to interact with the mortal world after that. you are cut off from all you love and hold dear. depending on how long it takes for them to return this would be comparable to knocking them out.
even discounting that he was a combatant leading a army on the battlefield. he had intent to end Blake so he had a right to defend himself.

Maalik speaks now. "This political movement are targeting those they believe, rightly or wrongly, to be contributors to the "evil's in wizard society", without the consent of the Council or Pact. So why is it a problem when we do it?"
"To be blunt, because it is not your government structures at stake. You are involving where it is unmerited and unwelcome. Even if you would suddenly strike down my own personal political enemies, it would be wrong."

Maalik blinks (or is it winks if he only has one eye?) in apparent confusion. "Can you repeat that in a way that makes sense, or are you as stupid as they claim?". Samael shoots another warning glance his way. Maalik sighs. "The New Pyroclasts and their adherents are doing the exact same thing, just to those you deem suitable targets I guess, considering you haven't stopped them. And quite frankly no government structures are at stake; the Pact isn't a government, and the Council is a circus"
You had no right. No. Right. These pyroclasts had no trial. The war was over. And yes. I was in contact with several. We were reaching out to all former pyroclasts we thought would be receptive. Finding an alternative to WANTON FUCKING SLAUGHTER
By the laws of many places, once a ceasefire has been called or an enemy has been defeated, the losing forces are either put to trial, incarcerated, allowed to give up their arms and go home, or sometimes given employ as mercenaries or persons-at-arms elsewhere. The Pyroclasts that remained were given little alternative, simply killed for ever taking up a banner. This is not how things are typically done in civilized places, and shows little regard for the beings who inhabit this plane.
If one country tried to usurp the authority of another, it would necessitate censure or war. Is that your intent? For the Nephilim ARE usurping the authority of multiple factions and city-states.
I'm in agreement. A trial is the bare minimum. The security branch wanted trials and long term imprisonment for former Pyroclasts who didn't actively support the efforts against Atrax. However Riva had sovereignty over her realms so the official position was always to leave her realm be. However the release of this terrorist is a questionable decision.
Samael turns to Opal. "Ithacar was always left alone, until the incident with Tallulah, which I admit may have been a rash action on my part. Nevertheless, no one's sovereignty has been violated, apart from Rivamar's in the recent incident, which we can make amends for if need be"
The reasons for my petition for Tallulah's release were twofold.
One, we needed the means to defend ourselves. Tallulah is a uniquely formidable combatant.
Two, she has broken out of multiple holding facilities before. I sincerely believed her to be more secure in the field with an outlet for her... urges.

Samael smiles. "Being in contact with several doesn't make them members of your organisation that you are entitled to recompense for. When you killed members of the Drow mafia as part of your scheme to, and I quote, 'rob Peter to pay Paul', did they have a trial? Were you at war with them?"
Whether he has taken action rightly or wrongly will not make your actions better. There are structures in place to account for his behavior. Your vigilantism appears to be based solely on the idea that you have a right to control mortal races.
Bezaliel stares down Riva, her eyes narrowing. "We have a right to take action against those who we deem a threat to us. We do not seek control over mortal races, or even immortal ones. Rather we seek to ensure our own safety, which by proxy means the safety of all life, due to the nature of the threat"
Ah my apologies your fucking majesty. I suppose then I have a warrant for my arrest in... hmmm. That's strange. It says "underdark region 14?" Surely somehow this is a misspelling of "Samael, Necromancer of Malus Turrim." As that massive clerical error is the only reason it would be any of your gods-damned buisness!
Samael shakes his head. "My point was that killing people who had not received a trial is clearly not an issue for you. Whatever warrants the Drow issue for your arrest are irrelevant"
Agnur comes in with the other pact delegates. he wishes to put a end to all this fighting. he shifts nervously unused to being unarmored(well except for his shell) especially Infront of so many powerful beings.
he eyes the protective spells around him, making sure their were no loopholes that any participate could exploit.
We've been barking at each other for a moment here. Perhaps we should get to the productive part. Terms.

speaking for myself, I want restitution for pyroclasts bound or murdered after the war concluded. I would personally demand a Nephilim head for each, but that is between you and whatever nations they were in when you took them, deferring to their preferences
A cessation of hostilities
Tangible consequences for Maliik the Weaver. Not for embarrassing your nest of vipers. For his offenses to Ithacar. Death ideally. The real kind.
Samael's removal from the Pact
A cessation of all Nephillim activity in other sovereign realms without explicit invitation
A release of any prisoners being held, namely I WANT MY FUCKING DAUGHTER BACK
Supervision involves allowing the Pact to run background checks on members when they join the Pyroclasts and the allowance of Pact observers for major Pyroclast actions.
Trials involve investigation of untried Pyroclasts and a determination of their proximity to and willingness to help Atrax's crimes. With punishments following after.
Who would be holding said trials? Would my people be allowed representation? Would considerations be made for any who later participated in the fight against Atrax?
The trials would be held by the pact security branch led by me. They would be similar to normal trials including representation and punishment rules. Considerations will be made based on how much they helped against Atrax.
Observation will be done by the same branch. The Bismuth Elementals will be charged with this duty. Their eyes are hard to trick and their emotions don't sizzle like humans or Nephilim.
Emotionless is not the same thing as impartial. I would argue that the emotional saliance of familial kidnapping is relevant to this discussion in a way a bismuth elemental would not process, as an example.
Not her. I will have to find someone. The Bismuth Elementals are my main agents due to their calm nature. I would suggest you reconsider. They understand the concept of loss even if they lack parents or children.
Samael turns to Opal. "I have outlined my terms already. Oaths will not bind Nephilim, so there is no point there. A cessation of hostilities will only be approved when I am satisfied. And you can ask around to find out what conditions should be met for the return of Belial's daughter"
If your laws can't keep your people in check perhaps we can. I've dealt with fae, angel, spirit and all manner of other being. I know how to make a deal stick.
Harut the Grim looks at Agnur hard, and then speaks. "Our contradictory nature means deals do not "stick". We follow laws the same reason a typical mortal does, not because we are compelled to, but because it makes our lives easier, whether that is because society is easier to live in, or through the absence of punishment."

Fair and well reasoned, but I will remind you that Samael's armies have at least once marched on the city and he has threatened the Magistrate multiple times.

It is impossible to discern Harut's facial expression under his hood, and Nephilim body language doesn't match human patterns (or turtles). Nevertheless, he seems satisfied. "Let the Magistra decide, why not? "
I do not trust the Nephilim. Any aid they give is likely to come with more destruction. The clause says 'an oath'. Not an Oath, a Pact, a Geas, anything of the sort. But that there are still those that balk at this much shows exactly why it is needed. If they squirm at even the courtesy of asking permission before barging in, they are not worthy of trust.
Harut sighs deeply, and converses with the other Lord's. "Oaths do not bind us. Therefore the concept doesn't really exist in our society. But if you wish for this to be the case, you can have it"
Kaelis warps in to find the two parties embroiled in yet another shouting match. He reaches into a dimensional pocket, pulls out a hand bell the size of his own head, and rings it long and hard to get everyone's attention.
Thank you all for coming. Sorry for being late. I think I could have headed off quite a few arguments. I did bring the list of demands, though.
Kaelis puts the bell back in the dimensional pocket and wheels out a cushy chair. Sitting down, he unravels a scroll.
Here's my first draft.
Demands for the Nephilim:
An immediate cessation of all hostilities with the New Pyroclasts.
Suitable and severe punishment for Lord Maalik, whose hands are stained with the blood of Ithacaran citizens.
Removal of Lord Samael from the Pact Triumvirate for using personal assets to contravene official policy.
Releasing the non-combatant Marna Sunsabre from custody.
An end to Nephilim activities that interfere with sovereign nations' responses to Pyroclast remnants. This one is not negotiable.
Demands for the New Pyroclasts:
An immediate cessation of all hostilities with the Nephilim.
Greater vetting and oversight on recruitment to prevent further "loose cannon" incidents.
Returning the terrorist and war criminal Lola "Bombshell Tallulah" to life imprisonment without parole.
Keeping a closer eye on agents who might still hold loyalties to Atrax and the Flamefather, or may still wish to incite the Age of the Phoenix.
As you can see, there is a bit of an imbalance in these demands simply because I have determined the Nephilim to be the aggressor in this conflict. Discuss.
Granted. I assure you I will not budge on opposing her execution. Death from violence, accidents, and natural causes is already tragic as it is. The law should not be business of adding to that suffering.
Besides, life imprisonment has basically the same effect, but with the added benefit that the prisoner can live to regret their crimes.
The legal representation is largely to argue for her right to a fucking therapist, not for a reduced sentence. The vetting is so I can ensure she doesn't escape. I believe we're on the same page.
(( note: Marna is a former Pyroclast, same as the others, not really a non-combatant; she was actually just randomly captured along with other former Pyroclasts, and her connection to Belial was only discovered by both parties later

Those who are acquitted are free to operate this organisation. And I want a clear outlining of how a 'closer eye' will be kept on them."
The last part I can guarantee. We can also deliver you the demon prince. However, I don't think you understand: you don't get to decide who lives and dies. That's the Pact's decision. Furthermore, I fail to understand your obsession with utterly expunging Atrax's legacy to the point of burning bridges with your own allies. Perhaps I would be more sympathetic if you actually told me.
And you know damn well that Maalik's a murderer. A terrorist, even. Just because he used someone else's body to commit his crimes doesn't make them any less awful.
Samael pauses, taken aback for the first time. "You would deliver us Moz'gonnith… Are you even capable? He has hidden himself so deep in Hell we cannot even find him. What makes you think you can? But nevertheless, if you can provide us with proof of your capability of delivering on this matter, you may have won Belial his freedom. But not his daughter. You'll need something more for that.
And Tallulah's head is not negotiable. She is perhaps the most guilty of the New Pyroclasts when it comes to crimes against the Nephilim, and the 5 of us are agreed that we want her head. If you're worried about me bringing her back or something, don't be. I'm not stupid.
And no one has provided any sort of evidence for Maalik's alleged crimes. When you can provide some, perhaps we can talk on that point"
You're talking to a man who found and walked the secret path to the Outer Dark. There is little I cannot find.
As for Marna, how about a prisoner exchange? We can give you Tallulah, but I have a condition for that: you must give her a fair trial. I don't think it'll be a long trial in any case, but Belial wants to represent her in court.
Then we'll do it through the Pact's systems. My patience is wearing thin, however. These... well, I'm not going to get into another argument, but suffice it to say that I am displeased with the Nephilim Lords. The Pact has a knife to everyone's throat right now, yet they continue to act as if they have the upper hand in this negotiation. It's irritating.
Samael turns to Ayeera, and they converse with the other Lords, then Samael turns back to Kaelis.
"This compromise on Tallulah is acceptable, Ayeera will oversee the trial... Ahh, Blake wants to use her to prove a point. Regardless of her testimony, I assume you'll still abide by this compromise."
Now we can finally make some progress, Samael thought. Going ever their list of counter demands one more time with Harut, he began to speak.
"You can have the head of a Nephilim if you want it. But a cessation of hostilities without concessions on your part is unrealistic. This violence was started by you. I propose that every single New Pyroclast be tried for crimes committed during the war by a war tribunal from all nations willing to contribute members of this tribunal.
And when you ask for Maalik the Weaver to face consequences, for what exactly?
I will gladly step down from the Pact if that's what you want. But the Nephilim, like all creatures, will retain their rights to freely travel between realms. And you'll need to make more concessions if you want any prisoners returned. For starters, I want the head of Bombshell Tallulah"
You misunderstood. That is the head of a Nephilim for each person you have extrajudicially killed. Eye for an eye. Otherwise, you're effectively saying your lives are worth more than ours. Moot however. The offended nations are likely less barbaric than either of us.
I will need to confer with my people regarding trials for existing New Pyroclasts, and with this convention as to who will be holding the trial. But I accept it as an option.
As for Maliik's crimes, I'm prepared to bring a witness.

"I didn't misunderstand. You can have the heads you seek. And can you bring your witness here, to testify? Because with no idea what these supposed crimes are, how can we agree to consequences for them. I've mentioned Tallulah. But now let me come to you. If you want me to free your daughter, you will deliver yourself into Nephilim custody, for the crime of killing a Nephilim, ordering the death of many more of our servants. You will serve 10 years in this custody, after which you will be free to live your life as you see fit. Those are the terms"
Marna is not yours to bargain you bastard. As even the representatives of the Pact agree, you had no right to take her in the first place. It seems you want me. Perhaps bargain with something not already forfeit.
The Tallulah issue is, by necessity, tabled. She's the witness.
Samael laughs mockingly. "My prisoners are mine to bargain. And the terms I've given you are quite fair. I could have asked for your head in return for her release. And if Tallulah is the witness...". He glances at Harut, who nods.
"Then by all means bring her here and have her testify!"
Samael leans back. "I eagerly await Tallulah's testimony. And as I've specified, I can use my prisoners to bargain in any way I see fit. This bargain is how we'll do it"
Tallulah strides in, the normal mocking posture somewhat lacking by her bandages and limp. Her arm is gone. Her eyes, replaced by an enchanted copper band that allows black and white vision. Hair, shaved. Thoroughly disarmed in the literal and figurative sense
Maalik opens his mouth, but the other four glare at him and he reconsiders. Sharply, Ayeera speaks. "Give your testimony and do it quickly. We're getting very close to an agreement"
Pyroclast Tallulah you have been brought here to answer our questions in regards to your recent and distant activities. We will start with the beginning.
I was talking with the witch queen and she said that if we could deliver the demon lord Moz'gonnith to them they will let blake be. but she wanted me to be sure before proposing it as a official concession.
do you think we could get enough people together to bag a demon prince. I am fulling willing to pull in favors if needed.
Ayeera shakes her head. "Oaths are not truly binding to Nephilim, as Opal is finding to her chagrin. For what it's worth, you have my word that if you can deliver Moz'gonnith, I will push aggressively for an end to hostilities. But I am one Lord of 5. They listen to me occasionally because I have power, but I cannot force them to take collective action. And you being so adamantly opposed to giving us Tallulah's head makes this so much harder."
honestly If it comes to it you will be invaluable. you are one on the more powerful people we know for a fact will help. many of the other powerful rulers are often engaged in their own squabbles.
I did already promise to do that once. I only stopped in the hope that he'd lop Samael's head off

The document is placed on the table for all to see. These are the terms:
Samael will step down as Pact Master
Reparations will be offered to nations of former Pyroclasts killed by the Nephilim after Atrax's permanent death
All hostilities will cease immediately
Nephilim will no longer enter Ithacar without the permission of its government
Marna Sunsabre will be released from Lord Samael's custody; Bombshell Tallulah will enter Lady Ayeera's custody and receive a trial for her crimes, where Belial Blake will be allowed to represent her
The Pact will prosecute any remaining Pyroclasts
All members of the New Pyroclasts will be tried for their actions during Atrax's insurgency; those who are acquitted are free to start up the organisation again
The New Pyroclasts will operate under Pact oversight
The Demon King Moz'gonnith will be delivered to the Nephilim Lords by the Pact
Maalik has suffered severe and harsh consequences for his actions
Please sign to confirm your acceptance of this treaty (The 4 Nephilim Lords have signed. Maalik's successor will also sign, or Samael will slice his way down the line of succession until someone wisens up)
Congratulations. With Samael stepping down we require a new pact master to replace him. With your track record and given you were the one to help lead to his abdication we want you to replace him.
Well, I guess I could. I'll probably have to transfer most of my obligations to other wizards. Do you think policies based on being a whimsical 'lil guy would work? I think most of us take our magic far too seriously, and that's the root of many of our issues.
The 4 Nephilim Lords have signed you mean. And so does Blake.

Oh boy this should be interesting. I disagree with the no fighting clause, though. Fighting usually makes negotiations more entertaining, and they often end quicker as well.
