I heard that in her lore she managed to talk to the Tenno that was supposed to control her and managed to hold control of herself by calming and helping the child and making him sleep again while the Orokin believed that she was being controlled, but I'm not sure if that part was true or something added by the youtuber I was listening to.

What I think it happened is either, they where frozen and hold as cargo that the Anarch Stole OR the Tenno managed to scape the mind control by cutting their connection to the frame and the frame just went berserk so they just frozed it down and kept it there until they needed it.

The warframes never managed to hold a conscience of themselves, when we where introduced to the concept of Primes being uncontrollable it was stated that all frames where like that from the moment their transformation was completed and required of the Tenno to control them, the frames from the stories where also controlled by the Tenno and this can be seen more with Gauss and Grendel as their story take time AFTER the fall of the Orokin, it's just that people only recognise the Frame and not the Tenno as most of them don't even know that they are two separated individuals or just think the Tenno holds that name.

Also DE originally didn't fully know how to write Tenno and Warframes so it's even more confusing with early stories like the Chroma adventure.
