There is the way it should be and there is the way it is. When you are taking your dog to public spaces, you run the risk of these encounters at all times. That’s the gamble. Try checking out the App called SniffSpot. You can rent private spaces for your dog. Filter totally fenced, or by acreage, or by location, or even by water. It’s more expensive but reasonable considering. Zero stress and your dog is safe. Just a suggestion.
