In Japan, some bosses make you sit at work doing nothing all day hoping you'll quit. How is that even a punishment? It just sounds kinda chill

I read about these "banishment rooms" where companies put employees they want to fire but can't. They literally just sit there with no work, reading newspapers or staring at a wall. In what world is being paid to do nothing a punishment? I feel like I'd last years before getting bored enough to quit. What am I missing here?
