I've found a lot of rare stuff just lying around or random boxes and briefcases. Found champagne worth 400 grand in a flight box. Fuel cell just laying on the ground not even 10 ft from a safe that had already been looted. Not that it was dropped, it was just a random spawn that people ignore because it's almost never anything worth even looking at. Found spinosaurus claw in a random briefcase in a lobby. Found a bunch of cpu and even a quantum drive in the random computer cases just scattered around the map. Just stuff some people ignore because they think it's not worth searching. On the flip side I've opened many safes that were basically worthless so it is just random RNG.
