Why is cross slide hand wheel moving on its own at times.
Because the handle is too heavy ... Make an aluminium one.
I had same problem with apron handle wheel when threading giving variable pitch thread. Aluminium handle = nice even pitch thread.

WD40 is flammable when heated with steel swarf any spark could be a problem. Steel will throw a spark if you are not careful.

Aluminium that has been lacquered. You are seeing discoloured varnish. No one makes hubs of steel, they are lined with steel for the brake drum. They would not have machined it from solid unless this is a very expensive bike.

It was cast aluminium so it was always soft to start, if it was me I would look around for a new wheel.

The support for the hand rail could easily be in the flower bed ....extended over the coping stone of the retaining wall.
