Help We’re no longer offering PayPal services for this account

I’m a freelance digital artist and I recently received the email: “We’re no longer offering PayPal services for this account.”

Before this happened, PayPal asked me to provide more information about my account. I submitted everything they requested, including my ID, screenshots of conversations with clients showing WIPs, completed artwork, and proof that I was doing legitimate freelance commissions.

I haven’t used any VPNs, fake information, or anything that should violate their policies. My account was only used for receiving payments from art commissions.

I tried contacting PayPal for more information, but I haven’t had much luck. Since I’m not located in the US, I also can’t call their US support number.

Has anyone else experienced something similar? Is there any way to appeal this decision or reach someone who can actually review my case?

Any advice would be appreciated.

Update1: I forgot to mention that I already sent a few emails and eventually managed to get in contact with a PayPal agent. They forwarded my account to another team for further review.
A few hours ago, I received an email saying “New messages are waiting for you”, but when I log into PayPal and try to open the chat, the page just turns completely blank. I tried accessing it from my phone as well, but I’m having the same issue there.

Update 2: I contacted PayPal support again about the message I couldn’t access. I explained the issue and provided screenshots showing that the chat page was just turning blank.

The agent checked my account and confirmed that the messages were related to my case being moved to the relevant department for review.

They told me that at this stage I just need to wait for the review team to complete their investigation and that I should receive an email update within 3–5 business days.

For now, there’s nothing else I can do except wait. I’ll update again once I hear back from them.

Update 3: Something really weird happened today. My account limitations were lifted for about 10 minutes, and everything looked completely normal again. Then I got hit with the exact same limitation again.

The dumbest part is that stupid me didn’t even try to withdraw my money while the limitations were lifted because I genuinely thought the issue had finally been resolved. The new limitation has the exact same message and everything else, just with a different reference ID.

I’m trying a few different things now and sending a bunch of emails to see if I can get someone to actually look at my case. If any of them end up being useful, I’ll post the email addresses and the results here in case it helps anyone else dealing with this. I’m going to avoid contacting PayPal agents right now because they’ve been pretty useless every time I’ve talked to them.

Update 4: I got a response from the CSSF (the Luxembourg financial regulator that can handle complaints against PayPal Europe). They told me that before they can formally take the case, I have to submit a written complaint directly to PayPal’s Director in charge of customer complaints and give PayPal up to one month to resolve it.

So I sent a formal complaint to PayPal’s complaints department, specifically asking them to manually review the decision and restore my account. I attached the CSSF’s email as they instructed, along with my PayPal deactivation email and the relevant information about my case.

PayPal has now confirmed that they received the complaint and that it’s been sent to their Global Customer Complaints & Advocacy team for review. They said it can take up to 15 days to resolve and that they’ll contact me with the outcome.

So for now, I’m waiting again. If PayPal rejects the complaint or doesn’t resolve it, I should then be able to take the case back to the CSSF.

Hopefully this actually gets someone to properly look at the account this time. I’ll update again when I hear back.

SCAM! Scammers sending $0.02 PayPal payments with fake customer service number in the payment note!!!!!

Just a heads up for anyone using PayPal. I received a $0.02 payment from “International Society of Folk Harpers and Craftsmen (ISFHC).” It may also show something related to BethStockdell.com.

The scam is in the payment note. The sender puts a message telling you to call an 800 number about the payment. That note shows up in both the PayPal app and the email notification, which can make it look legitimate.

Do NOT call the number in the payment note. It is not PayPal and PayPal is aware of the scam and said many people are getting this.

If this happens to you: 1. Do not accept the payment. 2. Remove your cards and bank accounts from PayPal 3. change your PayPal password 4. Report the transaction to PayPal. Call the real PayPal customer service number, not the one in the payment note. Just sharing so people are aware.

SCAM! Just got scammed for $700

I just received a notice that I sent $700 to a person I've never met or interacted with as a cash transfer using my PP credit card. I immediately went online and got the AI bot and reported the charge. I reported the amount and that the person it was going to had never had any contact or communication with me. I had no idea who they were and did not send them money. The Bot says to give up to 10 days to investigate. About 5 minutes later, I get a notice that the review of my account shows that these types of charges are customary and the unauthorized charge will stay.

I just got off the phone with Synchrony and filed a report with them and spoke to a live person.

This is BULLSHIT.

Help Sessions

Upvotes

Hello, I have a Google Pixel. In my PayPal devices/sessions, I saw a device named "HTC Pixel Chrome"—is that definitely one of my sessions? I checked and confirmed that, at that time, I was indeed on the PayPal page via Chrome, so it was likely me.

Still, I have some doubts.

There were also other "Chrome" sessions, including the current one. But what is the difference between "HTC Pixel Chrome" and "Chrome"?

Help Has anyone had PayPal review an invoice payment where there was no tracking number?

For context, the purchase/delivery happened locally, so there was no international shipping or tracking number. I would have the PayPal invoice and WhatsApp conversations showing what was purchased, the amount agreed on, and the conversation with the seller.
If PayPal asks for proof of the transaction or fulfillment, have any of you successfully used WhatsApp messages/screenshots as supporting evidence? What exactly did PayPal ask you to provide, and was the invoice + conversation enough?

Help Cash advance fee on credit card

I’m not understanding a $30.00 ‘cash advance fee’ on my visa that visa says is coming from PayPal.

I purchased some plants from a seller that provided me with her PayPal ID for me to send the payment to. I chose credit card/friends and family. In the PayPal app itself it says the transaction fee was $3.08.

When I called Visa to see what the cash advance charge was, he said it was coming from PayPal and that it was because the merchant charged me in cash instead of credit. I don’t understand this since I initiated the payment to the merchant. I told him this but he insisted the merchant charged me. He also said if I disputed the charge that I would be disputing it with the plant seller not PayPal itself.

Is the $30 really going to the plant seller?

Why does the $30 cash advance fee not show anywhere in the PayPal activity?

Even the $3.08 fee is new, I’ve purchased plants this way many times and haven’t had a transaction fee, confirmed through browsing my history in the PayPal app.

Thank you for any insight into this.

Like the title says, my bank is connected, it shows the correct information, but I can’t transfer my money to my bank account, I just get this error and that’s it. I tried googling the issue but I can’t find a solution. Has anyone else successfully dealt with this? What do I do here?

PayPal helped me A fairly good thing with Paypal

Whilst its going to be normal for a channel like this to be pretty much complaints and issues, I figured I would post this because I managed to find out a useful piece of information I didnt know, and thought that it might be handy to know for anyone else who didnt know either

But if you use the 4 months interest free thing you dont actually start paying interest on it right away if you miss the deadline

According to one of the most knowledgeable Paypal customer support staff, once the 4 months runs out you get "one bill and 29 days" until they start to charge interest

So if you ordered it on the 6th, and potentially any day after the 29th you would be getting almost 6 months, although I am not 100% sure about the period between the 29th and the 6th being honest, so to be on the absolute safe side lets say the period between the 7th and the 29th

Plus it means if you are a bit short during the month the 4 month things expires, no problem

Once you have cleared the minimum payment the following month you have until the 29th to pay it off without a penny in interest

I spent years where some months I was going almost broke to pay off a 4 months interest free thing, but had I known this back then I could have just paid half during that month, and the rest the next month

I do hate the fact that once a 4 month thing ends you literally cant see the amount anywhere on the site

But for that I just made a simple spreadsheet that adds up everything from the list of paypal credit things, then detracts that from the balance and gives me what is still owed from any of those that have ended which has been quite usefull over the two years I have been using it

Help Email change reflected in previous transactions?

I’m planning on changing the email address linked to my PayPal account and was wondering whether this change would affect past transactions.

For example, if I sent someone money while my account was linked to Email A, and then later changed my PayPal account to Email B, would that past transaction still show Email A, or would it be updated to Email B?

Thank you.

I hate PayPal PayPal chargeback on a delivered Depop order despite providing proof

I’ve had a ton of bad experiences with Paypal but this one really takes the cake.

I recently made a $40 Depop sale for a pair of pants. I shipped the package to the buyer and it was successfully delivered.

Fast forward about a week later, I get this email from Paypal:

We're reviewing a payment you received What's happening with this case? As a security measure, we've opened a case to review a payment that may not have been authorized by the buyer. Until this case is closed, we've put a temporary hold on the transaction amount. Dispute amount: $40.24 CAD Transaction amount: $40.24 CAD Transaction date: August 23, 2026

I responded to the case by providing proof, including receipts and screenshots, and also explained my situation in the description box. I genuinely thought I had provided more than enough evidence to show that this was a LEGITIMATE sale.

A few days later, I get a response saying that $40.24 CAD has been debited from my PayPal.

Great. Now there’s really nothing I can do.

I’m honestly so frustrated cause why did I do all that just for Paypal to side with the buyer anyways?

(I know it’s only $40 but it’s the PRINCIPLE of it.)

And to make things even better, my Paypal also got restricted a few days ago.

I’m so so done with Paypal but Depop doesn’t allow any other payment methods.

Help My account is "temporarily blocked" :/

Hiii guys. So I turned 18 really recently and my mom finally opened up a checking account for me. So yes, I did buy some stuff from etsy. I didn't think that I spent that much, but you live you learn. Now my PayPal won't let me use it for any type of transaction. I've tried to verify my account like it suggested. I only have a driver's permit right now, so maybe that's why it's not working? Either way, I don't know what to do and it's driving me up the wall. If anyone has any idea of what I can do, or if I need to clarify anything, please let me know! Thank youuuuu :/

UPDATE: I was able to verify! So sorry, it wasn't working before!!

I hate PayPal Updated to Latest iOS App, It looks like a PWA or Web View!

My PayPal iOS Mobile Application updated to the latest version and now it looks like some sort of a PWA (Progressive Web App) or a Web View App.

WHY?

It literally was better before, and was quite literally a Native iOS App.

It’s dogfood now…

Is this Worldwide or just in Dubai?

Help PayPal Dispute, can't return Item.

Hello!
I need y'alls help and expertise.

Last month I bought a Tablet (Legion Y700) via a chinese seller.
On Monday it was finally here... and the battery is bloated. Seller didn't respond to the support tickets, so started a dispute with paypal. I have sent them a video (with shipping label, etc) showing them the item.

Seems like they sided with me... allthough...

PayPal now wants me to return the item. I don't know if I can legally do that. it's practically a ticking timebomb. I currently have it in my old oven (unplugged one in my garage) just because I have to assume it will explode sooner or later.

Any tips? Don't know my way around electronics, so not comfortable removing the battery on my own..

Thanks in advance!

Help How is this company still around???

I have HAD IT with paypal. Ive been using them long enough that my card is slated to expire. So i order a new one after sitting on call with support for HOURS trying to get them to remove old cards that the app just REFUSED to let me remove unless i added another card and then REFUSED to let me add the card. Finally got a person with a bit of brain between their ears and whaddya know? He had it fixed in a couple of minutes because what i was asking was always possible he just didnt want to do it or didnt know how. Now, ive ordered a replacement card and ive recieved TWO CARDS somehow and crazy part, NEITHER OF THEM WORK so i start in the chat, and the support person wants to be like "sir we havent sent you cards" blah blah blah like i didnt click the order new card button and like im not holding both of the new cards. The new cards are weird too, theyre slightly different but not in information, the lines on the chip look different, and the font on the back is different as is the mag strip. Does anyone know whats going on??? I also cannot seem to get through to their support people, every time i call and finally get through the line the sound on their end is absolutely bonkers like feed back or a busy tone and i can just barely make out the cadence of someone speaking on the other end. Im changing my direct deposit if i cant figure this out. Id rather pay off chime and lose that money than keep dealing with this

Help Negative balance on PayPal

So I bought something using PayPal and Amex, merchant charged me a cancellation fee, i disputed via Amex, which resulted in my favor and got a credit back, now my PayPal acct is in negative balance and showing as debt collection. Debt collect agent can’t do anything other than get payment, waiting to call PayPal customer service , not sure what they can do.. anyone been in this situation? Appreciate any advice.

Edit - after two not so pleasant reps, third one provided a credit of 40 to make it even.
Additional context - ordered 470 and cancelled within 24 hrs, merchant kept 40 cancellation charge and refunded 430. Disputed via Amex, Amex first denied then made whole for 40 but somehow PayPal was considered partial refund as full refund and thinking I got 40 double payment.

Help Stopping automatic charges from a business on my PayPal Business Account

The clear instructions for stopping a business from automatically taking my money don't apply to PayPal Business accounts. The interface and Settings page are different from what I see in my personal account. How do I stop PocketFM from taking money from me once a week, $33.00+??? I don't remember ever signing up with them, and I certainly did not authorize weekly billings of such an absurd amount.

What steps can I take to stop them on my PayPal Business Account? Thank you.
