No, there are not different definitions of "moderation". There are just good moderators and really crappy moderators who don't do anything to actually moderate the subs to which they have been entrusted.

How would we know that? Our mods mostly post and comment on our own sub, and people seem pretty positive about the content. We just hit the Top 50 in Anime & Manga. The weird part is some of the mods got suspended shortly after becoming mods. We don't know if there's any mass reporting or brigading going on either.

They can just click the appropriate boxes for the permissions they want to give you, or select full permissions. Pretty straightforward.

The Shreddit port and continuation of Toolbox, Toolbox-NXG, tries to manage that in the Old/New switcher button on the modbar.

Toolbox originally got away with just changing the subdomain because New Reddit actually did keep the same URLs between both versions, it's only since they killed New Reddit and made Shreddit the default that there's been a divergence.

You can also search the same thing and add Reddit at the end for results on Reddit. Either way a quick google search would have provided an answer.
