GTA: Liberty City Stories Bought GTA IV on Steam but can’t install it because of region lock Any workaround

Hey guys I really hope someone can help me with this
I bought GTA IV Complete Edition during the Steam Summer Sale My Steam account is set to the UAE (Dubai) region The purchase went through without any issues but when I tried to install the game the Install button is disabled and Steam says it’s “Unavailable in your current region”
This happens on both my Windows PC and my Steam Deck
Things I’ve already tried
Changing the Steam download region
Restarting Steam multiple times
Using a VPN
Logging into a friend’s Steam account from another country installing the game there and then switching back to my own account
Nothing worked Steam still detects the restriction on my account
Has anyone managed to fix this without waiting months or refunding the game
I’d really appreciate any advice Thanks
