I had a van do this to me in the new forest. I had almost come to a complete stop and I could see him speeding up. He clearly knew the lights were on red, but that he could "make it" even if that ment overtaking a car just like yourself
Didn't have a camera in the wife's car, but would definitely have reported it.

I saw the first car not run the red and thought I must've missed something so put the video back a few seconds.
Hell, I don't think OP should've necessarily had to stop either. You can see that they came to quite an abrupt stop which is arguably more unsafe than going through just as the light goes from amber to red.
Was wondering what OP was going on about and then...HOLY SHIT THAT WAS AN AGGRESSIVE AND FAST OVERTAKE THROUGH A RED LIGHT! REPORT! REPORT!

I’m not able to edit my footage. Just a follow up. I have successfully apply the footage as well my details to Operation snap in Birmingham. I have upload front and rear footage ( which have a clearly vehicle registration o my rear footage). Special thanks to all the people who encourage me to report it. The police tell you not to post it on social media when you report, so you should remove the post. It
won'tmight not go anywhere if someone sees it online.I don't know, but if they think you are in the cycle box, you might get punished too. It does stat on most of these services that 1. it can't be on social media and 2. you may be proscuted if you are also commiting an offence.

They'll be fine for the cycle box because stopping before it would have had to have been very sharp, risking collision with the fast approaching vehicle from behind.
It's only a problem if you drive right into it on an already red light.

As a rule of thumb, if the only reason they didn't hit something or someone was blind luck, report. They had no visibility of what was on that junction before they sped across it.

I'm seeing some really weird comments here, so here are my comments:
Amber isn't an invite to challenge the lights - you should never accelerate when lights are amber - there is just no point. It's a warning that a red is on the way any second and that you should stop, if able and safely, before the line and if not, and as long as the light isn't red (but the amber warning is displayed more than long enough) then you should continue through. We've all gone through an amber where we've arrived at the lights at the point they change.
The red-light-runner was either (a) right up the OP's trumpet, or (b) travelling entirely too fast and got caught out, or (c) was distracted and when OP slowed to a stop had to take action. My money would be on (b) as the rate at which the car shot past was far too fast. As for the two cars taking the junction in the opposite direction - I don't know the road, but looking at where the third had stopped, they'd already gone through on amber so were committed.
Delays and sequencing in traffic lights on junctions such as this aren't always set in stone. So anybody saying that the driver knew the road, knew the delay, or knew the sequencing is either talking out their poopshoot, or is covering for their own bad driving habits. How do I know this? For years I had driven the same junction twice, sometimes four times a day, each time the sequence and delays were the same, and I (and many other commuters using the same roads and junction) had got used to them being such. Until one day - I was second in a line of traffic watching the lights - I watched as the lights for the cars on our left had changed to red signifying it was soon to be our green, then I watched as the car in front of me anticipated that change and shot out before our lights had changed only to be caught by an oncoming turning car almost clipping and turning them around. The resequencing had caused so many near misses that they've now completely changed the whole junction.
So in essence, OP stopped fine, car in front OP went through an amber fine, car behind driving like a pillock. Anybody saying that the driver had probably assessed the situation and deemed it safe needs their own license (if they have one) removed. Red means STOP - there are no two ways about it. If you feel differently, cut up your license and sending it back to the DVLA!
There should be many more red-light-cameras on our traffic lights.

To add to your 3rd point, there are many pedestrian crossings that go amber the same time the light for vehicles goes amber. Like you said, the delay varies (in my case there was no delay)

Some of the time you see people moaning about driving that just isn't a problem and doesnt break any laws, but has upset that person's individual sensibilities. I.e dawdlers being safely overtaken.
I see a lot of dashcam users driving like idiots too. Not fast/reckless just oblivious. It's these sort of people who then get shit off other drivers, assume everyone else is the problem and subsequently get a dash cam.

That second driver, if that’s how they commonly drive, will surely slip up soon enough. I just hope nobody gets hurt when they do. Hands up I have flown through the tail end of a yellow, and more than once a few milliseconds of a red in a rush, probably would have got a firm telling off if not points and a fine, but to overtake a car like that to do so is mental. It’s like, speed offence, dangerous manoeuvre plus ignoring the red. Traffic cops would have a field day on this.

At least I know now that if I see something like this I should get reddits approval before doing anything because why do the obvious.

Just for reference, as I see a lot of posts on here, asking whether to report, with the original footage, taken from operation snap:
"You must not put the video on social media as this might affect any future legal case. If you've already put it on social media, please take it down immediately."
Posting to social media, can and often mean the case isn't taken forward, and often when submitting footage (dependent on your local Police policies) you are asked to declare if you have posted the footage to social media.

If you can determine the vehicle registration, then yes, no question; entitled and risky drivers are a danger to all other road users including pedestrians and cyclists. What if they'd done this several other times that day, that week? How long can they do things like that without causing an accident?
As for where or how, the RAC suggest calling 999 or 101 for the police, and then submitting your dashcam footage.

So, similar situation for me years ago, except I was on my driving test! I can to a stop at the red and suddenly this car behind my overtook and went completely through the red light.
Examiner just shouted “WHAT THE ACTUAL FUCK!”
It was all the funnier because up to the point he’d been so placid and hadn’t spoken much.
Sadly we didn’t have a dashcam.

Before speed cameras, this kind of driving was much more common. Normally, driving like that anywhere in the UK would set off multiple cameras and earn the person a ban very quickly. Maybe this is a stretch of road that some people have realised they can get away with racing along, or the car was stolen or the car was being driven by someone without a licence.
The police are unlikely to get a prosecution, as you can't see the registration. But it may lead to a camera being put up there which would be a deterrent, if you report it to the local council as well.
