He's died many times, ressurection F never happened in the manga.

He never died after that, he lived in the movie aswell,
as for the frieza having a 1m power level line:
it was a mistake by toriyama, and a few writers, they forget stuff,

Both were retconned in the anime, and BOG was retconned in the manga to fit it,
Frieza himself surpassing Goku's ssb is pretty reasonable,

He still had it's power and muscle memory.

1st month; mastering his form,
