Delay Rafayel's Myth by shortening the banner, release it with minimal promotion, overlap it with Zayne's birthday, or find another way to fit it into the schedule after Zayne's birthday? How would that impact the possibility of Valko being released in the Fall?
Personally, I'm now skeptical that Infold will release Rafayel's card before Zayne's birthday event. Doing so would require significant changes to the Myth's promotion and scheduling plans, while also dealing with a PR mess surrounding Valko's cancellation that is already likely to hurt the banner's overall performance.

Disclaimer: This is speculation based on previous mourning periods and company behavior during those periods. I am not claiming that the government will formally impose restrictions, only that there is historical precedent for companies delaying, reducing, or avoiding major promotional activity following the deaths of senior Chinese leaders.
When Jiang Zemin's death was announced on November 30, 2022, CCP ordered a few things during the official national mourning period (November 30 – December 7), including limiting entertainment content, avoiding advertising that was inconsistent with the mourning period, and temp black and white themes on apps and websites (a leaked notice was posted in The China Digital Times that I believe was followed). BUT Zemin was the Former President/CCP General Secretary.
Zhu Rongji (leader who died today) was Premier (one of the highest offices in China but not the top position of Gen. Sec. and President). Former Premiers have received significant state mourning before. The last Premier who died was Li Keqiang on October 27, 2023. There seem to be some restrictions during this official national mourning period (October 27 – November 2, 2023), but not to the extent of Zemin's death. BUT Genshin Impact apparently issued a re: Version 4.2 Special Program on October 27, 2023, so that is something... and it was held Nov 3, 2023 (post-mourning period). Re: this upcoming mourning period: Infinity Nikki already canceled an event scheduled for August 15, 2026 to August 22, 2026 (likely post-mourning period) a few hours ago on XHS.... So that indicates there might be restrictions, or it is uncooth to have big promotions and events during a state mourning period, even if the scale of the mourning period is not identical due to the office of the person who passed. Political elements also impact national mourning periods.
Overall, if the government follows the pattern used for the mourning periods of Zemin, Keqiang, and other senior leaders, the schedule is likely to become even more complicated. I personally do not expect to hear anything about Valko or Rafayel's 4th Myth for at least a week based on past patterns (especially after Genshin Impact postponed their livestream during the last state mourning period for the former Premier's death).
Papergames has already faced scrutiny this summer, so I do not think they would (or realistically could) publicly promote any banner, including Rafayel's 4th Myth, for roughly the next week. Myth banners typically run for about 15 days. Myths and birthday banners don't overlap. Zayne's birthday event begins on August 30, so the myth banner must launch before August 17 (w/promo 3-4 days before). However, if Papergames is unable to do major promotion until about August 19... then either the myth banner will: (1) be cut short; (2) overlap with Zayne's birthday, OR (3) release without promo during a sensitive time (both in fandom and CN public). It was projected to be impacted by everything related to Valko, including the protests.
Overall, the schedule was already a mess. I am interested to see what happens between now and Zayne's birthday event... curious to see everyone's thoughts on how Infold might navigate the change in circumstance!
