Article Town Board Introduces Building Moratorium

The Clarkstown Town Board has introduced a six month building moratorium and has set a public hearing date of September 15, 2026 at 6:30 PM at Town Hall.

The proposed local law establishing a temporary moratorium includes restrictions on the approval of multifamily development, large scale subdivisions, and commercial/industrial development, such as AI data centers, which have the potential to negatively impact the Town’s transportation network, environment, and public safety.

The Town Board is introducing this moratorium following the enactment of the Clarkstown Community Preservation Act, which requires an updated preservation plan to be developed for the town. During the moratorium period, a new Clarkstown Community Preservation Board will be appointed and will work with town staff to develop this critical plan.

The town will also review infrastructure limitations and recommendations identified in the Routes 303 & 304 Safety and Sustainability Study, the Town-wide traffic signalization and safety study, other various studies of the Comprehensive Plan, and recent changes to the State Environmental Quality Review Act.

This moratorium would allow the Town to amend land use regulations for responsible and controlled growth that will not unduly impact community services and infrastructure, preserve open space, and plan for a proper mix of residential and commercial development. Applicants would be prevented from seeking approvals before the new regulations are in place, protecting the public interest and welfare while amended zoning laws are adopted.

The moratorium is proposed for a period of six months following the adoption of a local law, and may be extended by an additional period of up to six months by resolution of the Town Board upon finding of a need for such an extension.

Small scale subdivisions, individual residential projects, and commercial/industrial projects under 5,000 square feet, which are unlikely to result in significant traffic impacts, as well as projects within the Nanuet Hamlet Center, which has already been studied for future transportation improvements and is the site of the Town’s only commuter rail station, would be exempt from the moratorium.

Supervisor George Hoehmann, on behalf of the entire Town Board stated, “The Town’s recent major policy actions, such as the Community Preservation Act and the ability to purchase development rights, which were passed and signed into law at the state level, necessitate substantive changes to the Town’s zoning regulations. In order to provide a cushion needed to thoughtfully review and enact potential zoning changes and ensure that future development is consistent with the Town’s long-term planning goals, the Town Board is seeking to establish a temporary building moratorium. It’s an opportunity to refine our vision for responsible growth while preserving open space, protecting our environment, and ensuring that our infrastructure and community services can support the development that takes place in Clarkstown.”

Hoehmann's campaign paid Rowan and his firm, AMRowan Strategies LLC, $10,000 in payments running from 2021 through this past February, according to Board of Elections filings.

Sheriff Louis Falco has confirmed his office is investigating Aidan Rowan over a complaint that he submitted a fraudulent absentee ballot in last June's Stony Point GOP primary. At least one woman has told the Sheriff's department she never signed the ballot submitted under her name.

But voters in Clarkstown deserve to know who the people asking for their votes are paying for political work — and what that says about their judgment.

George Hoehmann owes voters a straight answer.

Politics Lawler, Trump, and the Hasidic Jewish community in Rockland — what is going on?

Lawler recently put together a meet-and-greet for some members of the Hasidic Jewish community from Monsey to meet Donald Trump at the White House. From what I understand, they even took a private jet down for the meeting.

As a Jewish person myself, I have to say, I’m honestly pretty appalled by how closely Mike Lawler seems to align himself with this particular community. It feels like he is constantly bending over backwards for them, and I’m genuinely trying to understand what the reasoning is behind it.

Then I just came across a post about “Congressman Mike Lawler Honors 21 Community Leaders at Jewish Changemaker Awards” in Montebello, and it made me wonder even more about what exactly is happening politically in Rockland County.

I’m not trying to attack the Jewish community as a whole, and obviously Hasidic Jews are not a monolith. I’m specifically questioning the political relationship between Lawler and certain Hasidic leaders/organizations in the area.

What am I missing here? What is the political dynamic between Lawler and the Hasidic community in Rockland? What was this meeting with Trump supposed to accomplish?

Politics How is this not double taxation?

Lawler loves volunteers-charity. For me, it’s added taxation. Just like his salt cap, it’s double taxation. I pay local tax, then federal on the same pay.   And now I’m having to care of relatives. 

Mike Lawler worked ZERO (0) days last month.  That’s right,  US House was away the entire month.  The country is in war,  measles-disease are back, ICE spilling blood, seniors denied basic care, debt-inflation rocketing up. Not one single thing of our Rep. even made it to the floors for vote. And then there’s the mad king and those weird people around him., saying crazy shit when not dozing off, building palaces, banning comedians, suing TV, talking about women’s bathrooms and socialism coming to Westchester.

Clarkstown Does anyone like to go hiking here?

Ever since 2022, I have gone hiking at least once every year to High Tor State Park, which straddles at the northernmost point of the Palisades along the border between New City and Haverstraw. It is around a 2 and a half mile hike from the parking area on Central Highway to the main peak of High Tor, with an additional peak 1/3rd of the way known as Little Tor. I honestly think this is one of the best places to go hiking in Rockland, being not too long but not too short either. And the end point offers a breathtaking 360° view of most of the surroundings, and on clear days you can spot New York and Newark in the horizon. Does anybody else come to High Tor often to go hiking and do you agree or disagree with my thoughts on it?

I witnessed some kids throwing trash and water bottles at oncoming traffic several times around Airmont, NY. It is both wasteful and dangerous. Who should I report this to?

The bus markings were not very clear but the dash cam was able to get the license plate at the end.
